minimize the frequency and volume of CSO discharges, and maintain the structural<br />

integrity of the wastewater collection system.<br />

Increased capacity projects funded in <strong>2010</strong> included sediment removal from 6 large<br />

intercepting sewers, cleaning and repair of structural damage to CSO outfall 065, and<br />

cleaning of outfall 010 in East Boston.<br />

Sewer Separation<br />

The primary purpose of sewer separation is to reduce the frequency and volume of wet<br />

weather CSO discharges. The Commission’s separation program involves the conversion<br />

of combined sewer systems to separate sanitary sewer and storm drain systems.<br />

Typically, separation is achieved by converting the combined sewer to a sanitary sewer<br />

and installing a new storm drain.<br />

The <strong>2010</strong>-2012 CIP provided funding for the design and construction of numerous sewer<br />

separation projects, including major CSO sewer separation projects in East Boston,<br />

Dudley Square and at Bullfinch Triangle. Funding was also provided to relocate the<br />

regulator on the Dorchester Brook Sewer, and preliminary design for sewer separation in<br />

Roxbury. Included in this category of CIP funding is the Citywide Illegal Connection<br />

Investigation program, correction of illegal connections by a Commission contractor, and<br />

the Commission’s ejector pump program for reimbursing homeowners for the correction<br />

of illegal connections on their properties.<br />

I/I Reduction Program<br />

The <strong>2010</strong>-2012 CIP included funding to decrease the amounts of infiltration and inflow<br />

entering the sewer system. Removal of I/I retains and restores the capacity of the sewer<br />

system and helps prevent sewer overflows. The <strong>2010</strong>-2012 CIP included funding to<br />

disconnect downspouts connected to combined and sanitary sewers in Jamaica Plain,<br />

Dorchester, Neponset, Ward Street, Allston/Brighton, West Roxbury, Roslindale, South<br />

Boston and Hyde Park. Included in this category of funding was installation and upgrade<br />

of the Commission’s rain gauges.<br />

Sewer/Drain Special Projects<br />

The Sewer System Special Projects category of capital funding provides for a variety of<br />

system planning and other studies, and for professional services relating to the<br />

rehabilitation and operation of the sewer and drainage systems. Major projects funded<br />

under the special projects category included development of a Wastewater/Drainage<br />

Facilities Plan and an NPDES <strong>Stormwater</strong> Monitoring Program.<br />
