The composition of the material swept up varies seasonally with sand and sediments from<br />

winter deicing activities being most evident in the spring, leaf litter during the fall<br />

months, and light litter predominating during the summer.<br />

Roads maintained by the DCR, such as the VFW Parkway, Storrow Drive, the Riverway,<br />

and the Fenway are served primarily by separate storm drains, which are owned and<br />

maintained by the DCR. DCR drainage systems in Boston are subject to the EPA’s<br />

<strong>Stormwater</strong> Phase 2 program. DCR’s stormwater management program include “good<br />

housekeeping” measures, such as street sweeping of parkways, cleaning street drains and<br />

associated drainage systems and using control measures to protect sensitive receiving<br />

waters.<br />

3.5 FLOOD CONTROL PROJECTS<br />

Receiving water and stormwater quality impacts are considered whenever the<br />

Commission undertakes capital improvements to the drainage system, including those<br />

relating to flood control. For each project, consideration is given to re-designing or<br />

retrofitting the drainage system to provide additional pollutant removal capability.<br />

a. Muddy River Flood Control Program<br />

This project involves a multidisciplinary approach to improving the Muddy River<br />

watershed and the adjacent parklands, referred to as the Emerald Necklace located in<br />

Boston, Brookline and Newton. The project, which is managed by the Boston Parks and<br />

Recreation Department and the Town of Brookline, involves measures to increase the<br />

hydraulic capacity of the river and implementation of stormwater Best <strong>Management</strong><br />

Practices in the watershed to improve stormwater and receiving water quality.<br />

Between 2000 and 2002, the Commission provided $1.5 million in funding to support the<br />

project. Dredging of the Charlesgate portion of the Muddy River was completed in 2002.<br />

Also in 2002, the Commission reviewed the Draft <strong>Environmental</strong> Impact <strong>Report</strong> and<br />

submitted comments to MEPA in April. The Commission reviewed the Final<br />

<strong>Environmental</strong> Impact <strong>Report</strong> in April 2003 and no comments were submitted.<br />

The Commission continues to advise on best management practices and stormwater<br />

management for this program by participating in meetings held with the Boston Parks<br />

and Recreation Department, Town of Brookline representatives, consultants responsible<br />

for implementing the program and the Muddy River Citizens Advisory Committee.<br />

3.6 PESTICIDE, HERBICIDE AND FERTILIZER APPLICATION<br />

Under the <strong>Stormwater</strong> Permit, the Commission was required to cooperate with municipal<br />

agencies to evaluate existing measures to reduce the discharge of pollutants related to the<br />

application of pesticides, herbicides and fertilizers (PHFs) applied by municipal or public<br />

agencies. The Commission was also required to evaluate the necessity to implement<br />

controls to reduce the discharge of pollutants related to the application and distribution of<br />
