Since little useful information was being gained by the wet weather screening of the<br />

outfalls the Commission reported in its 2001 <strong>Stormwater</strong> <strong>Management</strong> <strong>Report</strong> that it<br />

would discontinue wet weather screening of the major outfalls. In a memorandum faxed<br />

by EPA to the Commission on April 29, 2003, EPA stated that the proposed elimination<br />

of the wet weather outfall screening was approved. DEP also sent a letter to the<br />

Commission dated May 13, 2003, stating that elimination of the wet weather outfall<br />

screening was “reasonable and appropriate”.<br />

5.3 ILLEGAL CONNECTION INVESTIGATIONS AND REMEDIATION<br />

The Commission’s Illegal Connection Investigation Programs are currently expected to<br />

continue as described in Section 2. In 2011, the Commission will continue to pursue<br />

correction of outstanding illegal connections. Priority will be given to those the illegal<br />

connections that have been outstanding for the longest time.<br />

5.4 STORMWATER MONITORING<br />

The Commission completed the representative and receiving water monitoring required<br />

under the permit, as described in Section 4. In 2007, anticipating that the Commission’s<br />

permit would soon be re-issued by EPA/DEP, the Commission sent a letter to EPA/DEP<br />

stating that it had fulfilled all of the monitoring requirements of the existing permit, and<br />

there were no immediate plans to continue representative and receiving water monitoring.<br />

Since there was no response from EPA or DEP regarding the letter, it was concluded that<br />

this was acceptable to EPA and DEP.<br />

In <strong>2010</strong>, the Commission monitored stormwater discharges from the same three drainage<br />

areas and receiving waters monitored between 1999 and 2004. The stormwater<br />

monitoring program was completed in <strong>2010</strong> and the data and results are currently being<br />

compiled and analyzed. A final report is expected to be completed by the end of April,<br />

2011.<br />

No additional representative or receiving water monitoring is planned at this time.<br />

5.5 BMP DEMONSTRATION PROGRAMS<br />

The Pet Waste <strong>Management</strong> and Catch Basin Effectiveness Evaluation BMP programs<br />

were concluded in 2002. No additional demonstration programs are planned at this time;<br />

however, review and analysis of existing and alternative BMPs will be included in the<br />

above-mentioned three (3) -year Wastewater and <strong>Stormwater</strong> Facilities Plan Study.<br />

5.6 STRUCTURAL CONTROLS<br />

A discussion of structural controls and updates as to Commission activities can be found<br />

in Section 9 of this report.<br />
