The Catch Basin Stenciling Program is promoted through the Commission’s web site and<br />

billing inserts and through press releases, community events and outreach meetings,<br />

presentations to public schools, and through local watershed associations.<br />

Organizations participating in the Commission’s <strong>2010</strong> catch basin stenciling program<br />

included Northeastern Center for Community Service, City Year, The Boston Harbor<br />

Association, the East Boston Maverick Community Center, the Boston Refugees Youth<br />

Enrichment Program of Dorchester, and the BRYE Summer Group.<br />

Harvard University Extension School students established a dedicated group, called<br />

Quench, to plan a curriculum and educate future generations about the interconnectivity<br />

of water to the local and international community. The group led a team of elementary<br />

school students in Charlestown in stenciling catch basins in Charlestown. Materials and<br />

advice for the stenciling effort were provided by the Commission. Information regarding<br />

the effort is posted on the Extension Schools website at<br />

Commission contractors are required to install metal castings with a “Don’t Dump”<br />

message on sidewalks near new or reconstructed catch basins. Boston City contractors<br />

also install the castings when new sidewalks are installed. The castings are provided to<br />

the contractors by the Commission at no cost. The Commission requires that private<br />

developers install permanent “Don’t Dump” catch basin castings next to any new catch<br />

basin installed as part of their projects. The developers, as well as other parties interested<br />

in obtaining the castings may purchase them from the Commission’s vendor. The<br />

Commission issued 880 catch basin castings to contractors and other parties in <strong>2010</strong>. Of<br />

those issued, 518 were for Boston Harbor, 249 for the Charles River and 113 were for the<br />

Neponset River.<br />

d. “Scoop the Poop” Education<br />

The Commission’s July/August issue of Currents was designed to educate residents<br />

about the City’s pooper scooper law, and to encourage pet owners to clean up after their<br />

pets. Also in <strong>2010</strong>, the Commission provided the city’s Animal Control Unit with 200<br />

copies of a “Scoop the Poop” leaflet to distribute at local rabies clinics throughout the<br />

year. A copy of the leaflet is provided at the end of this section.<br />

e. Doorhangers<br />

The Commission’s Sewer Use Regulations prohibit the dumping of any material into a<br />

catch basin, including any solid waste, construction debris, paint or painting product,<br />

antifreeze, hazardous waste, or oil. In many cases, by the time the Commission’s<br />

investigation crew reaches the location of the reported dumping incident, the violator is<br />

already gone or cannot be confirmed. To address this issue, the Commission has<br />

produced a door hanger which is distributed in neighborhoods where incidents of illegal<br />

dumping have occurred. The door hanger conveys the “Don’t Dump” message and<br />

informs people of the prohibition on illegal dumping. It also serves to alert people to<br />
