c. Commission Particle Separators<br />
The Commission evaluates whether installation of particle separators is feasible and<br />
appropriate when designing storm drain capital improvement projects. The total number<br />
of particle separators owned by the Commission currently remains at 15. Information<br />
regarding the various particle separators, including their locations, receiving waters, and<br />
inspection and cleaning dates in <strong>2010</strong> is summarized in Table 3-2. The particle<br />
separators on Fenwood Road and Walter Street were cleaned more frequently to assess<br />
their sediment removal effectiveness.<br />
d. Large Storm Drain and Sewer Programs under BWSC’s CIP<br />
Large cleaning and maintenance jobs are performed by outside contractors under the<br />
Commission’s Capital Improvement Program. The Commission’s three-year Capital<br />
Improvement Program (CIP) is updated annually. The <strong>2010</strong>-2012 CIP included $44.1<br />
million for sewer and drain related projects, of which $14.1 million was earmarked for<br />
<strong>2010</strong>. Highlights of the Commission’s <strong>2010</strong>-2012 Capital Improvement Program are<br />
provided below.<br />
Sewer Renewal and Replacement<br />
Renewal and replacement (R/R) projects involve the rehabilitation or replacement of<br />
sewers and storm drains because of structural deterioration, excessive emergency repairs,<br />
and other operation and maintenance problems. The Commission identifies sewer and<br />
drain lines that require renewal or replacement through television inspections, sewer<br />
system evaluation surveys, and routine maintenance activities.<br />
The objectives of the renewal and replacement program are to insure the operability of<br />
sewers and storm drains, protect the structural integrity of the sewer system, reduce longterm<br />
capital and maintenance costs and minimize disruptions of service caused by<br />
sewerage back-ups or other related problems.<br />
The <strong>2010</strong>-2012 CIP provided funding for numerous sewer renewal and replacement<br />
projects citywide, including repair or replacement of defective sewer pipes, and<br />
installation of new drains in Back Bay/Beacon Hill, East Boston, Roslindale, Roxbury<br />
and West Roxbury, as well as replacement of a deficient 24-inch sewer in the Savin Hill<br />
area of Dorchester.<br />
Increased Capacity Projects<br />
The Commission continues to make capital investments to increase capacity in some<br />
areas and maximize capacity in other areas. The goals of these projects are to ensure<br />
sufficient hydraulic flow in all areas of the city, reduce long-term maintenance costs,<br />
