large storms will be directed to the MBDC. This will allow for the elimination of outfall<br />

18L087 located near Mother’s Rest in 2011.<br />

a. Storm Drain and Sewer Maintenance by BWSC Staff<br />

The Commission’s Operations Division is responsible for smaller sewer and drain related<br />

repair, maintenance and cleaning jobs, as well as some television inspections of sewers<br />

and drains. In <strong>2010</strong>, the Commission jetted, vactored or rodded 631,506 linear feet of<br />

pipe.<br />

In <strong>2010</strong>, the Commission owned five (5) “vactor” high-pressure cleaning trucks to clean<br />

accumulated materials from sewers and drains, six (6) jet trucks, one (1) multi-rodder<br />

truck, and two (2) hydraulic bucket machines to clear blockages. To determine where<br />

structural deficiencies exist and where repairs are needed, the Commission crews<br />

performed television inspections of 26,790 linear feet of sewer and drain pipe in <strong>2010</strong>.<br />

In conjunction with the storm drain and catch basin cleaning programs, the Commission<br />

routinely clears debris from eleven (11) brook inlets and outlets throughout the City.<br />

Since the primary purpose of this practice is to prevent upstream flooding, the cleaning is<br />

typically performed immediately prior to major storm events and usually they are<br />

checked after storm events to determine if follow up cleaning is needed. The locations<br />

and frequency of cleaning is provided in Table 3 – 1.<br />

b. Catch Basin Maintenance<br />

The Commission has approximately 31,752 catch basins in its sewer and drainage<br />

systems. Other catch basins in the city are owned by other public agencies such as the<br />

state Department of Conservation and Recreation, Mass Department of Transportation, or<br />

are located on private property.<br />

The Commission currently owns six (6) clamshell trucks. Commission forces have been<br />

supplemented by contract forces and equipment since 2001. Under the current citywide<br />

catch basin cleaning contract the contractor is instructed to inspect all Commission<br />

owned catch basins, and clean any basin containing at least two feet of sediment.<br />

Contractors typically complete two passes through the city each year cleaning basins as<br />

directed by the Commission.<br />

In <strong>2010</strong>, Commission and contract forces performed 11,483 catch basin cleanings. Catch<br />

basin cleanings are currently transported to the Materials Handling Facility on Alford<br />

Street, where they are temporarily stored until transferred to an approved landfill. An<br />

estimated 7,451 tons of material taken from sewers, drains and catch basins was<br />

transferred by the Commission’s contractor in <strong>2010</strong>. It is not known how much of the<br />

material transported was just from the catch basins, although it is believed to be a<br />

majority of the amount.<br />
