Conservation <strong>Plan</strong>. Several other plans that include measures to protect the<br />

<strong>Quino</strong> checkerspot are being developed.<br />

Section 7(a)(2) <strong>of</strong> the Endangered Species Act requires Federal agencies to<br />

consult with the U.S. Fish and Wildlife Service prior to authorizing, funding, or<br />

carrying out activities that may affect listed species. <strong>The</strong> section 7(a)(2)<br />

consultation process is designed to ensure that Federal actions do not jeopardize<br />

the continued existence <strong>of</strong> the species and provides protection for the <strong>Quino</strong><br />

checkerspot through reasonable and prudent measures that minimize the adverse<br />

effects <strong>of</strong> take <strong>of</strong> the species due to project impacts.<br />

Measures generated through formal section 7 consultation for State Route 125<br />

South construction in the Otay area identified several activities to be undertaken,<br />

including habitat protection and restoration and a captive breeding program<br />

(Service 1999). <strong>The</strong>se activities are currently being implemented. <strong>The</strong><br />

Riverside County Assessment District 161 Subregional Habitat Conservation<br />

<strong>Plan</strong> mitigation package includes a general program integrating habitat<br />

protection, habitat restoration research, educational outreach, and captive<br />

propagation (Service 2000). Although it is not currently known from within the<br />

reserve boundaries, the <strong>Quino</strong> checkerspot is conditionally covered by the Lake<br />

Mathews Multiple Species Habitat Conservation <strong>Plan</strong>/Natural Community<br />

Conservation <strong>Plan</strong>.<br />

<strong>Recovery</strong> Units (see <strong>Recovery</strong> Strategy section below and Figure 2) serve only<br />

to focus recovery actions or tasks; they do not designate essential <strong>Quino</strong><br />

checkerspot habitat that must be protected or preserved.<br />

1. Regional <strong>Plan</strong>ning<br />

In 1991, the State <strong>of</strong> California enacted the Natural Community Conservation<br />

<strong>Plan</strong>ning Act to address regional conservation needs throughout the State. <strong>The</strong><br />

San Diego Multiple Species Conservation Program and Multiple Habitat<br />

Conservation Program, initiated by the local jurisdictions including the City <strong>of</strong><br />

San Diego, County <strong>of</strong> San Diego, other cities, and private interests are being<br />

integrated as a component <strong>of</strong> the Natural Community Conservation <strong>Plan</strong> and will<br />

extend protection to many natural habitat communities. <strong>The</strong> Multiple Species<br />

Conservation Program encompasses approximately 236,000 hectares (582,000<br />
