Approximately 69,600 hectares (172,000 acres) are targeted to be conserved<br />
within the preserve. <strong>The</strong> U.S. Fish and Wildlife Service and California<br />
Department <strong>of</strong> Fish and Game approved the overall Multiple Species<br />
Conservation Program and the City <strong>of</strong> San Diego’s Subarea <strong>Plan</strong> in July 1997.<br />
<strong>The</strong> City <strong>of</strong> Poway’s plan was approved in 1996; the County <strong>of</strong> San Diego’s in<br />
1998; San Diego Gas and Electric in 1995; and the City <strong>of</strong> La Mesa in 2000.<br />
Other jurisdictions, including the City <strong>of</strong> Chula Vista, are expected to complete<br />
their subarea planning processes in the future. <strong>The</strong> <strong>Quino</strong> checkerspot is not a<br />
covered species for any <strong>of</strong> the subarea plans within the Multiple Species<br />
Conservation Program, although both the County <strong>of</strong> San Diego and San Diego<br />
Gas and Electric are developing amendments to their permits to gain permit<br />
coverage for the <strong>Quino</strong> checkerspot. <strong>The</strong> Multiple Habitat Conservation<br />
Program encompasses roughly 48,118 hectares (118,852 acres) in northwestern<br />
San Diego County, and involves seven jurisdictions. This plan is still being<br />
developed, although the City <strong>of</strong> Carlsbad has proceeded ahead <strong>of</strong> the overall plan<br />
and has applied for permits from the Fish and Wildlife Service and California<br />
Department <strong>of</strong> Fish and Game. An estimated 8,100 hectares (20,000 acres) are<br />
targeted for conservation within the proposed preserve for the Multiple Habitat<br />
Conservation Program. <strong>The</strong> <strong>Quino</strong> checkerspot is one <strong>of</strong> the species being<br />
evaluated for permit coverage, however no final determination has been made at<br />
this time. <strong>The</strong> <strong>Quino</strong> checkerspot is also a target species for the County <strong>of</strong> San<br />
Diego North Multiple Species Conservation Program plan which encompasses<br />
unincorporated lands east <strong>of</strong> the existing Multiple Habitat Conservation Program<br />
and north <strong>of</strong> the Multiple Species Conservation Program planning areas.<br />
<strong>The</strong> Western Riverside Multiple Species Habitat Conservation <strong>Plan</strong> was initiated<br />
by the County <strong>of</strong> Riverside on October 8, 1998. <strong>The</strong> planning area encompasses<br />
530,000 hectares (1.3 million acres) and is proposed to include conservation<br />
measures for over 100 species, including the <strong>Quino</strong> checkerspot. Currently, 12<br />
cities within the western portion <strong>of</strong> the County have endorsed the planning effort<br />
and will participate in the planning efforts. A draft Multiple Species Habitat<br />
Conservation <strong>Plan</strong> is proposed to be released for public review in late 2001.<br />
<strong>The</strong> U.S. Fish and Wildlife Service and California Department <strong>of</strong> Fish and Game<br />
approved the Orange County Central-Coastal Natural Community Conservation<br />
