women's movement in Palestine started in 1965, when the<br />

General Union <strong>of</strong> Palestinian Women (GUPW) was established<br />

as a body within the PlO.<br />

In the late 1970s, a new form <strong>of</strong> women's organization emerged<br />

known as the Women's Committees. The initial goal <strong>of</strong> the<br />

women's committees was to mobilize large numbers <strong>of</strong> Pales~<br />

tinian women around the issues <strong>of</strong> national rights and women's<br />

rights. These committees are affiliated to various Palestinian<br />

factions and political parties. Most <strong>of</strong> these committees are<br />

said to be socialist in their political orientation. They have de~<br />

veloped various programmes, such as running a domestic violence<br />

hotline, and have been actively campaigning on issues <strong>of</strong><br />

violence against women, as well as, working on issues <strong>of</strong> de~<br />

mocracy. The committees work together with various NGOs. 4<br />

In the early 1990s, another form <strong>of</strong> secular women's organiza~<br />

tion was established to meet new needs identified by independent<br />

women scholars. These organisations have different, more<br />

specific, goals. Among these organizations are the Women's<br />

Studies Centre, which invests in relative research and the<br />

Women's Centre for legal Aid and Counselling (WCLAC), which<br />

provides legal aid services, social work and health counselling. 5<br />

When the Oslo Accords, also known as the 'Declaration <strong>of</strong> Principles',<br />

were signed in September 1993, Palestinian women<br />

drafted and approved a 'Document <strong>of</strong> Principles on Women's<br />

legal Status', also called the 'Women's Charter,' or 'Women's<br />

Declaration <strong>of</strong> Principles'. They aimed at drawing up a women's<br />

Bill <strong>of</strong> Rights for the autonomous period and the independent<br />

state, based on the International Bill <strong>of</strong> Human Rights, and the<br />
