RULE 9 / VIOLATIONS <strong>AND</strong> PENALTIES89<br />

Section 10. (Men) 10-Second Violation<br />

The 10-second count shall begin when a player is in control of the ball in his back<br />

court. An inbounds player (and his team) shall not be in continuous control of a<br />

ball that is in his back court for 10 consecutive seconds.<br />

Section 11. Shot Clock<br />

Art. 1. The team in control shall attempt a try for field goal within 35 seconds for<br />

(men) and within 30 seconds for (women) after any player on the playing court<br />

legally touches or is touched by the ball on a throw-in or when a team initially<br />

gains possession of the ball from a jump ball, an unsuccessful try for field goal<br />

or a loose ball.<br />

Art. 2. It is a violation when a try for field goal does not leave the shooter’s hand<br />

before the expiration of the allotted shot-clock time (as indicated by the sounding<br />

of the shot-clock horn) or when it does leave the shooter’s hand before the<br />

expiration of the alotted shot-clock time and the try does not subsequently strike<br />

the ring or flange or enter the basket.<br />

Section <strong>12</strong>. Ball in Back Court<br />

Art. 1. A player shall not be the first to touch the ball in his or her back court<br />

(with any part of his or her body, voluntarily or involuntarily) when the ball came<br />

from the front court while the player’s team was in team control and the player or<br />

a teammate caused the ball to go into the back court.<br />

Art. 2. A player who is the first to secure control of the ball in the front court<br />

after a jump ball or a throw-in while both feet are off the playing court shall not<br />

be permitted to cause the ball to go into the back court, except as permitted in<br />

Rule 4-3.8.<br />

Section <strong>13</strong>. Elbow(s)<br />

Art. 1. A player shall not excessively swing his or her arm(s) or elbow(s), even<br />

without contacting an opponent.<br />

Art. 2. A player may extend arm(s) or elbow(s) to hold the ball under the chin or<br />

against the body.<br />

Art. 3. Action of arm(s) and elbow(s) resulting from total body movement as<br />

in pivoting or movement of the ball incidental to feinting with it, releasing it,<br />

or moving it to prevent a held ball or loss of control shall not be considered<br />

excessive.<br />

Section 14. Closely Guarded<br />

Art. 1. Closely guarded violations occur when:<br />

a. (Men) A closely guarded player anywhere in his front court holds or<br />

dribbles the ball for five seconds. This count shall be terminated during<br />

an interrupted dribble.<br />

b. (Women) A closely guarded player in control of the ball anywhere on the<br />

playing court while holding, but not dribbling, for five seconds.<br />

Section 15. Floor-Violation Penalties (Applies only to<br />

Rules 9-3 through 9-14)<br />

Art. 1. The ball shall be come dead or remain dead when a violation occurs. The<br />

ball shall be awarded to a nearby opponent for a throw-in at a designated spot<br />

nearest to where the violation occurred.
