Step 9: Report Emissions<br />
The master data sheet also contains the LGOP Standard Reporting Template, which is the template adopted by ARB<br />
as the <strong>of</strong>ficial reporting template for government operations emissions inventory. This tool, as well as the charts and<br />
graphs tool provided by ICLEI can be used to report emissions from government operations. Also, local government<br />
staff should utilize this narrative report as guide for a narrative report if they so choose.<br />
Step 10: Standardize and Compare to Base Year<br />
Conducting a monitoring inventory is meant to serve as a measuring point against the baseline year represented in<br />
this report. In order to make a more accurate comparison, it is necessary to standardize emissions from stationary<br />
sources based upon heating and cooling degree days (staff can use a ratio <strong>of</strong> heating /cooling degree days to<br />
standardize across years).<br />
In addition, it is important, when comparing emissions across years, to clearly understand where emissions levels<br />
may have changed due to a change in methodology or due to excluding an emissions source. For example, if the<br />
default method was used to estimate refrigerant leakage in 2005 (this method highly overestimates these emissions),<br />
and the recommended method was available in a monitoring year, this would appear as a dramatic reduction in these<br />
emissions even though actual leaked refrigerants may be similar to the base year. Changes such as these should not<br />
be seen as progress toward or away from an emissions reduction target, but emissions estimates should be adjusted<br />
to create as much <strong>of</strong> an apples-to-apples comparison as possible. If such an adjustment is not possible, staff should<br />
clearly note the change in methodology between years when comparing emissions.<br />
