for government operations. Recently, the Action Team completed the mission statement, guiding principles and<br />

goals for this action plan. Each <strong>City</strong> department will be instrumental in developing the overall Plan by identifying<br />

ways the department can modify current operating practices to reduce energy and resource consumption, maximize<br />

resource life-cycles and enhance energy efficiency. The <strong>City</strong> Council, by adopting the U.S. Mayors Climate<br />

Protection Agreement in June 2009, paved the way for further climate action initiatives. Additionally, the Climate<br />

Protection Action Team has been working with all <strong>City</strong> departments to complete the development <strong>of</strong> the <strong>City</strong>’s<br />

Climate Action Plan in conjunction with the preparation <strong>of</strong> the <strong>City</strong>’s next two-year budget (Fiscal Years 2010-<br />

2012).<br />

<strong>Daly</strong> <strong>City</strong> has already made significant progress in minimizing greenhouse gas emissions resulting from government<br />

operations. Below is a brief list <strong>of</strong> the efforts already undertaken by the <strong>City</strong>:<br />

Operation <strong>of</strong> hybrid vehicles and <strong>of</strong> bio-diesel vehicles;<br />

Exploitation and sale <strong>of</strong> tertiary recycled water; and,<br />

Energy audits and facilities improvements<br />

<strong>Daly</strong> <strong>City</strong> continues to explore and implement solutions to reduce the causes <strong>of</strong> global warming and preserve and<br />

protect our climate and environment. Through the adoption <strong>of</strong> the U.S. Mayors Climate Protection Agreement, as<br />

well as the completion <strong>of</strong> the ICLEI <strong>Green</strong>house Gas Emissions Inventory and the Climate Action Plan, <strong>Daly</strong> <strong>City</strong><br />

will again demonstrate its leadership on one <strong>of</strong> the most pressing social and environmental issues <strong>of</strong> our time.<br />

1.5 The Silicon Valley Climate Protection Partnership<br />

The Silicon Valley Climate Protection Partnership is a joint effort between Joint Venture: Silicon Valley Network<br />

(JV:SVN); Sustainable Silicon Valley (SSV); local governments in San Mateo, Santa Clara and Santa Cruz counties<br />

(hereby referred to as the “Silicon Valley area”); and ICLEI. The Partnership was initiated in 2008 to provide a solid<br />

regional platform for local governments to follow ICLEI’s Five-Milestone process (described in Section 1.2), as<br />

well as a shared learning experience.<br />

In early 2008, JV:SVN contracted with ICLEI to conduct government operations emissions inventories for<br />

participating local governments, using the standards outlined in the then soon-to-be-released Local Government<br />

Operations Protocol (LGOP—see Appendix A for details). For this project, 27 local governments have signed onto<br />

this contract. SSV joined the Partnership to provide additional educational and other services to facilitate more rapid<br />

progress by participating governments through the Five Milestones. While ICLEI created these inventories<br />

concurrently using the same tools and methods, each inventory was conducted independently using data specific to<br />

each local government’s operations. For this reason, inventories from different jurisdictions will involve different<br />

sources <strong>of</strong> data and emissions calculation methods.<br />
