To the extent practicable, no cleaning or disinfecting products (i.e. for janitorial or automotive<br />
use) shall contain ingredients that are identified by the United States Environmental Protection<br />
Agency or the National Institute for Occupational Safety and Health as carcinogens, mutagens, or<br />
teratogens.<br />
The use <strong>of</strong> chlor<strong>of</strong>luorocarbon containing refrigerants, solvents and other products shall be<br />
phased out to accommodate the Montreal Protocol on Substances that Deplete the Ozone Layer,<br />
and national requirements. Each new purchase will comply with the protocol.<br />
All surfactants shall meet U.S. EPA standards as "readily biodegradable." Where practicable, no<br />
detergents shall contain phosphates.<br />
All paint used in the <strong>City</strong> shall contain the minimum amount necessary <strong>of</strong> volatile organic<br />
compounds, and/or shall contain maximum recycled content where practicable.<br />
The <strong>City</strong> shall reduce or eliminate its use <strong>of</strong> products that contribute to the formation <strong>of</strong> dioxin<br />
and furan compounds. To the extent practicable processed chlorine–free or less bleached paper<br />
shall be purchased for photo–copy–grade and janitorial paper products. The 10% price preference<br />
applies to the purchase <strong>of</strong> chlorine–free paper. Additionally, the County shall eliminate the use <strong>of</strong><br />
Polyvinyl Chloride (PVC) plastics to the extent practicable.<br />
Carbon Emissions<br />
The use <strong>of</strong> fossil fuels contributes to air and water pollution. When carbon dioxide is produced<br />
by the use <strong>of</strong> fuels such as coal, oil, and gasoline, it contributes to global warming. The trend <strong>of</strong><br />
global warming could ultimately result in rising sea levels that could damage coastal areas,<br />
changes in vegetation growth patterns, and the loss <strong>of</strong> various plant and animal species.<br />
The <strong>City</strong> shall consider purchasing vehicles that have reduced carbon emissions either from the<br />
use <strong>of</strong> alternative fuels or hybrid engines.<br />
The <strong>City</strong> shall consider energy conservation measures previously identified as a means <strong>of</strong><br />
lowering its carbon emissions<br />
Community Outreach and Education<br />
The <strong>City</strong> shall develop a multi-phase marketing campaign to emphasize specific environmentally<br />
responsible practices. The first phase shall include an anti-littering campaign to prevent<br />
pollutants entering the stormdrain system and develop a strategy to encourage residents to<br />
recycle, reduce or reuse as an effort to improve the <strong>City</strong>’s landfill diversion rate.<br />
In addition to the marketing campaigns, the <strong>City</strong> shall continue to participate in countywide<br />
efforts and work with the schools to instill a culture <strong>of</strong> environmental responsibility in its<br />
residents, property owners, and business owners.<br />
