C. Accelerat<strong>in</strong>g the Pace <strong>of</strong> <strong>Fortification</strong>: Toward a More Evidence-Based<br />
Approach<br />
A more formal, evidence-based fortification policy <strong>in</strong> Ug<strong>and</strong>a is needed. Develop<strong>in</strong>g one<br />
will require the National Work<strong>in</strong>g Group on Food <strong>Fortification</strong> (NWGFF) to establish a<br />
new <strong>in</strong>itiative that emphasizes develop<strong>in</strong>g <strong>and</strong> us<strong>in</strong>g data <strong>and</strong> documents, <strong>and</strong> mak<strong>in</strong>g<br />
them readily <strong>and</strong> widely available to not only members <strong>of</strong> the NWGFF, but the general<br />
public. This evidence-based approach identifies the program’s progress <strong>and</strong> goals <strong>and</strong><br />
<strong>in</strong>creases the likelihood <strong>of</strong> its permanence <strong>and</strong> cont<strong>in</strong>uous success.<br />
The public sector needs to underst<strong>and</strong> the context <strong>and</strong> plight <strong>of</strong> its private sector partners<br />
to create an environment <strong>of</strong> mutual trust <strong>and</strong> partnership. The economics <strong>of</strong> potential<br />
food <strong>in</strong>dustries <strong>and</strong> how fortification might affect them must be exam<strong>in</strong>ed. This report<br />
discusses some economic aspects <strong>of</strong> sugar production <strong>in</strong> Ug<strong>and</strong>a to sensitize the public to<br />
their situation, their <strong>in</strong>terests, their concerns, <strong>and</strong> the uncerta<strong>in</strong>ties that they confront, so<br />
they better underst<strong>and</strong> the sugar <strong>in</strong>dustry’s position <strong>and</strong> can identify leverage possibilities<br />
that will encourage these companies to fortify. A similar, but less <strong>in</strong>-depth analysis <strong>of</strong><br />
Ug<strong>and</strong>a’s vegetable <strong>oil</strong> <strong>in</strong>dustry is discussed. The study exam<strong>in</strong>es the government’s cost<br />
to enforce <strong>and</strong> supervise food fortification activities.<br />
