Ug<strong>and</strong>a has made significant advances <strong>in</strong> fortification <strong>in</strong> the past few years <strong>and</strong> the country is<br />

now poised to accelerate the pace <strong>of</strong> progress. <strong>Vegetable</strong> <strong>oil</strong> is already fortified <strong>with</strong> vitam<strong>in</strong> A<br />

<strong>in</strong> Ug<strong>and</strong>a <strong>and</strong> <strong>in</strong>itial efforts have been done <strong>with</strong> maize flour, <strong>and</strong> the Government is now<br />

actively consider<strong>in</strong>g the fortification <strong>of</strong> wheat flour, maize flour <strong>and</strong> sugar. The purpose <strong>of</strong> this<br />

consultancy is to develop estimates <strong>of</strong> the <strong>in</strong>cremental costs to the public sector <strong>and</strong> the private<br />

sector <strong>of</strong> the fortification <strong>of</strong> vegetable <strong>oil</strong> <strong>and</strong> sugar as the most suitable vehicles to prevent<br />

vitam<strong>in</strong> A deficiency.<br />

Background<br />

USAID started provid<strong>in</strong>g technical assistance <strong>in</strong> fortification to the Government <strong>of</strong> Ug<strong>and</strong>a <strong>in</strong><br />

2003 under the auspices <strong>of</strong> the MOST project. A2Z has cont<strong>in</strong>ued that support. Dur<strong>in</strong>g the last<br />

year, the government <strong>of</strong> Ug<strong>and</strong>a <strong>in</strong>troduced a food control system, which covers factories,<br />

importation sites <strong>and</strong> retail stores. The system has also strengthen<strong>in</strong>g the analytical capabilities<br />

<strong>of</strong> the governmental food control laboratories. , Furthermore, Ug<strong>and</strong>a is be<strong>in</strong>g considered as a<br />

model <strong>in</strong> the ECSA region, <strong>and</strong> the lessons learned are go<strong>in</strong>g to be extended to the other<br />

members <strong>of</strong> ECSA. Thus, A2Z’s ECSA fortification work, however, will be comb<strong>in</strong>ed <strong>with</strong> two<br />

major activities that will be undertaken <strong>in</strong> Ug<strong>and</strong>a; effectively us<strong>in</strong>g Ug<strong>and</strong>a as an ECSA country<br />

example to demonstrate two additional key sets <strong>of</strong> activities that are essential <strong>in</strong> <strong>in</strong>troduc<strong>in</strong>g a<br />

comprehensive fortification program. The two activities are: a food consumption <strong>and</strong><br />

expenditure survey, <strong>and</strong> a cost study.<br />

A2Z <strong>and</strong> GAIN are jo<strong>in</strong>tly support<strong>in</strong>g the food consumption <strong>and</strong> expenditure survey <strong>in</strong> Ug<strong>and</strong>a<br />

that is scheduled to beg<strong>in</strong> fieldwork shortly. The purpose <strong>of</strong> the survey is to generate 24-hour<br />

recall food consumption data for women <strong>of</strong> reproductive age <strong>and</strong> for children 6-59 months old.<br />

This cost study will complete the <strong>in</strong>formation required for the use <strong>of</strong> food fortification as a public<br />

health <strong>in</strong>tervention by estimat<strong>in</strong>g the f<strong>in</strong>ancial requirements <strong>of</strong> a fortification program—both its<br />

public <strong>and</strong> its private sector components.<br />

Objective<br />

The purpose <strong>of</strong> this consultancy is to conduct a cost study <strong>of</strong> fortify<strong>in</strong>g vegetable <strong>oil</strong> <strong>and</strong> sugar<br />

<strong>with</strong> vitam<strong>in</strong> A. The primary audience <strong>of</strong> the study is the government <strong>of</strong> Ug<strong>and</strong>a—foremost the<br />

M<strong>in</strong>istry <strong>of</strong> Health, but also other government agencies <strong>in</strong>volved <strong>in</strong> the implementation <strong>and</strong><br />

regulation <strong>of</strong> the fortified foods <strong>in</strong>clud<strong>in</strong>g: the Ug<strong>and</strong>a National Bureau <strong>of</strong> St<strong>and</strong>ards (UNBS)<br />

<strong>and</strong> the Ug<strong>and</strong>a Industry Research Institute (UIRI), both <strong>of</strong> the M<strong>in</strong>istry <strong>of</strong> Trade <strong>and</strong> Industry,<br />

as well as the National Work<strong>in</strong>g Group on <strong>Fortification</strong>.<br />
