2. The Ug<strong>and</strong>an National Bureau <strong>of</strong> St<strong>and</strong>ards, UNBS<br />

a. Structure<br />

UNBS is a parastatal <strong>in</strong>stitution established by Chapter 327 <strong>of</strong> the Laws <strong>of</strong> Ug<strong>and</strong>a under<br />

the M<strong>in</strong>istry <strong>of</strong> Tourism, Trade <strong>and</strong> Industry (MITTI). It is m<strong>and</strong>ated to coord<strong>in</strong>ate<br />

st<strong>and</strong>ards development—food st<strong>and</strong>ards <strong>and</strong> many non-food st<strong>and</strong>ards—<strong>and</strong> is a member<br />

<strong>of</strong> the International Organization for St<strong>and</strong>ardization (ISO). UNBS became active <strong>in</strong> food<br />

fortification <strong>in</strong> 2002. UNBS is the country contact po<strong>in</strong>t for the WHO/FAO Codex<br />

Alimentarius Commission on Food St<strong>and</strong>ards. The UNBS’s primary food safety<br />

responsibilities are to: develop st<strong>and</strong>ards, <strong>in</strong>spect imports, <strong>and</strong> provide quality assurance<br />

(QA) monitor<strong>in</strong>g <strong>and</strong> test<strong>in</strong>g at factories.<br />

As the lead government agency responsible for monitor<strong>in</strong>g food safety, based on the<br />

Food <strong>and</strong> Drug Regulations <strong>of</strong> 2004, UNBS monitors fortified products. As shown <strong>in</strong><br />

Figure 3.3 UNBS has four departments. <strong>Fortification</strong> st<strong>and</strong>ards are developed by the<br />

St<strong>and</strong>ards Department. The Quality Assurance department <strong>in</strong>spects imported fortified<br />

foods <strong>and</strong> factories <strong>and</strong> conducts market surveillance. The Test<strong>in</strong>g Department tests<br />

fortification levels <strong>in</strong> imported foods <strong>and</strong> fortified foods produced <strong>in</strong> Ug<strong>and</strong>a.<br />

b. St<strong>and</strong>ards Development<br />

The UNBS has had food st<strong>and</strong>ards s<strong>in</strong>ce 1993. UNBS’s St<strong>and</strong>ards Department convenes<br />

ad hoc technical committees comprised <strong>of</strong> consumers, manufacturers, traders,<br />

government, academicians, <strong>and</strong> other stakeholders exclusively to develop the st<strong>and</strong>ards,<br />

which are then circulated to other stakeholders <strong>and</strong> the general public for comment. The<br />

National St<strong>and</strong>ards Council reviews the committees’ recommendations <strong>and</strong> then<br />

<strong>of</strong>ficially adopts the st<strong>and</strong>ards.<br />

UNBS’s first fortification activities occurred <strong>in</strong> 2002, <strong>with</strong> a stakeholders’ workshop to<br />

sensitize <strong>and</strong> tra<strong>in</strong> <strong>in</strong>dustry on certification <strong>and</strong> us<strong>in</strong>g st<strong>and</strong>ards. The NWGFF established<br />

a <strong>Fortification</strong> St<strong>and</strong>ards Committee <strong>and</strong> workshop <strong>in</strong> July 2003. In 2005, another<br />
