2) Quality Assurance<br />
UNBS st<strong>and</strong>ards set forth specific guidel<strong>in</strong>es for conduct<strong>in</strong>g tests (qualitative <strong>and</strong><br />
quantitative) on fortified foods produced <strong>in</strong> Ug<strong>and</strong>an factories. The guidel<strong>in</strong>es identify<br />
the frequency <strong>with</strong> which to conduct each type <strong>of</strong> test, <strong>and</strong> stipulates whether the private<br />
company itself conducts the tests—i.e., as part <strong>of</strong> the company’s <strong>in</strong>ternal (or <strong>in</strong>-plant)<br />
monitor<strong>in</strong>g—or whether an external entity conducts the tests as part <strong>of</strong> the Government<br />
regulatory system’s quality control (referred to as “external monitor<strong>in</strong>g”). These test<strong>in</strong>g<br />
requirements for fortified foods are presented <strong>in</strong> Table 3.3.<br />
The UNBS’s Quality Assurance Department visits factories <strong>and</strong> reviews procedures <strong>and</strong><br />
products to ensure adherence to Ug<strong>and</strong>a food safety st<strong>and</strong>ards, <strong>in</strong>clud<strong>in</strong>g the fortification<br />
st<strong>and</strong>ards. The UNBS’s Test<strong>in</strong>g Department oversees external monitor<strong>in</strong>g <strong>of</strong> food<br />
factories. To fulfill its quality assurance m<strong>and</strong>ate, the UNBS Test<strong>in</strong>g Department has<br />
authorized the Ug<strong>and</strong>a Industrial Research Institute (UIRI) analytical laboratory unit to<br />
conduct quantitative tests, which are paid for by the private companies. UIRI charges<br />
80,000 UGX (US$48) per vitam<strong>in</strong> A test (discussed below).<br />
