Each leads several activities <strong>of</strong> which fortification-related tasks are simply one among<br />
many activities. With this small staff <strong>and</strong> even smaller budget, the M<strong>in</strong>istry coord<strong>in</strong>ates<br />
the NWGFF <strong>and</strong> oversees food fortification-related <strong>in</strong>spection, certification, quality<br />
control, social communication, <strong>and</strong> various monitor<strong>in</strong>g <strong>and</strong> evaluation activities.<br />
Consequently, the MOH relies on <strong>in</strong>ternational agencies for resources. The most support<br />
has come from the USAID-A2Z project <strong>and</strong> more recently from GAIN.<br />
Outside <strong>of</strong> these grants, the MOH has cobbled together whatever <strong>in</strong>ternational agency<br />
multi-purpose resources it could mobilize to address issues <strong>and</strong> needs as they arise.<br />
1. The National Work<strong>in</strong>g Group on Food <strong>Fortification</strong><br />
The National Work<strong>in</strong>g Group on Food <strong>Fortification</strong> (NWGFF) was established <strong>in</strong> 2002<br />
under the M<strong>in</strong>istry <strong>of</strong> Health. The NWGFF provides a forum for a wide range <strong>of</strong><br />
<strong>in</strong>stitutional stakeholders to collaborate on all fortification-related topics. The MOH<br />
Commissioner for Child Health Services chairs the NWGFF <strong>and</strong> while the MOH<br />
Nutrition Department head coord<strong>in</strong>ates it. The NWGFF has four technical groups, each<br />
headed by a technical expert from a non-MOH organization who coord<strong>in</strong>ates <strong>with</strong> a<br />
designated MOH po<strong>in</strong>t-person (see Figure 3.1)—the Production/Industries group,<br />
however, has no MOH counterpart.<br />

The NWGFF generally meets monthly <strong>and</strong> more frequently if needed. The group <strong>in</strong>cludes<br />
private sector <strong>and</strong> the l<strong>in</strong>e m<strong>in</strong>istries members, <strong>in</strong>clud<strong>in</strong>g: Agriculture, Trade, Industry,<br />
Health, Education <strong>and</strong> F<strong>in</strong>ance. Major NWGFF partners listed below guide <strong>and</strong><br />
implement the program:<br />
