is. Barriers <strong>to</strong> accessibil<strong>it</strong>y can include <strong>the</strong> sheer expense <strong>of</strong> producing (and<br />

<strong>the</strong>refore consuming) <strong>the</strong> technology, taxes, regulations associated w<strong>it</strong>h <strong>it</strong>s<br />

adoption or use, and <strong>the</strong> secrecy <strong>it</strong>s producers adopt <strong>to</strong> maintain scarc<strong>it</strong>y or<br />

control.<br />

Measured by accessibil<strong>it</strong>y, paper, plowshares, and guns are highly accessible,<br />

planes hardly at all, and cars somewhere in between. It might be easy <strong>to</strong> learn<br />

<strong>how</strong> <strong>to</strong> drive a car, but cars are expensive, and <strong>the</strong> government can always revoke<br />

a user’s driving privileges, even after <strong>the</strong> privileges have been earned<br />

through a demonstration <strong>of</strong> driving skill. Moreover, revocation is not an abstract<br />

threat because effective enforcement is not prohib<strong>it</strong>ively expensive. Measured<br />

by <strong>the</strong> same fac<strong>to</strong>rs, scooters and bicycles are more accessible, while<br />

snowplows are less so. Standard PCs are very accessible; <strong>the</strong>y come in a wide<br />

range <strong>of</strong> prices, and in a few keystrokes or mouse-clicks one can be ready <strong>to</strong><br />

wr<strong>it</strong>e new code for <strong>the</strong>m. On <strong>the</strong> o<strong>the</strong>r hand, specialized PC modes—like<br />

those found in “kiosk mode” at a s<strong>to</strong>re cycling through slides—cannot have<br />

<strong>the</strong>ir given task interrupted or changed, and <strong>the</strong>y are not accessible.<br />

Transferabil<strong>it</strong>y: Transferabil<strong>it</strong>y indicates <strong>how</strong> easily changes in <strong>the</strong> technology<br />

can be conveyed <strong>to</strong> o<strong>the</strong>rs. W<strong>it</strong>h fully transferable technology, <strong>the</strong> fru<strong>it</strong>s <strong>of</strong><br />

skilled users’ adaptations can be easily conveyed <strong>to</strong> less-skilled o<strong>the</strong>rs. The PC<br />

and <strong>the</strong> <strong>Internet</strong> <strong>to</strong>ge<strong>the</strong>r possess very strong transferabil<strong>it</strong>y: a program wr<strong>it</strong>ten<br />

in one place can be shared w<strong>it</strong>h, and replicated by, tens <strong>of</strong> millions <strong>of</strong> o<strong>the</strong>r machines<br />

in a matter <strong>of</strong> moments. By contrast, a new appliance made out <strong>of</strong> a<br />

75-in-1 Electronic Project K<strong>it</strong> is not easily transferable because <strong>the</strong> modifier’s<br />

changes cannot be easily conveyed <strong>to</strong> ano<strong>the</strong>r k<strong>it</strong>. Achieving <strong>the</strong> same result requires<br />

manually wiring a new k<strong>it</strong> <strong>to</strong> look like <strong>the</strong> old one, which makes <strong>the</strong><br />

project k<strong>it</strong> less generative.<br />

GENERATIVE AND NON-GENERATIVE SYSTEMS COMPARED<br />

Generative <strong>to</strong>ols are not inherently better than <strong>the</strong>ir non-generative (“sterile”)<br />

counterparts. Appliances are <strong>of</strong>ten easier <strong>to</strong> master for particular uses, and because<br />

<strong>the</strong>ir design <strong>of</strong>ten anticipates uses and abuses, <strong>the</strong>y can be safer and more<br />

effective. For example, on camping trips, Swiss Army knives are ideal. Luggage<br />

space is <strong>of</strong>ten at a premium, and such a <strong>to</strong>ol will be useful in a range <strong>of</strong> expected<br />

and even unexpected s<strong>it</strong>uations. In s<strong>it</strong>uations when versatil<strong>it</strong>y and<br />

space constraints are less important, <strong>how</strong>ever, a Swiss Army knife is comparatively<br />

a fairly poor knife—and an equally awkward magnifying glass, saw, and<br />

scissors.
