<strong>The</strong> Fourth Interview of Dr. Jamisson <strong>Neruda</strong><br />

“Human populations fragment across a planet, developing their unique cultures, language,<br />
economic systems, and state identities. Certain states have the good fortune of natural<br />
resources and some do not. As these natural resources of the planet are converted into<br />
commercial advantage, some states flourish economically and some flounder.<br />
“As the stronger states begin to dominate the weaker, military forces and weapons are<br />
created. Applied technology becomes the ultimate weapon. If multiple superpowers are<br />
allowed to develop they can bring destruction to the human populations of the planet. If<br />
population densities reach a critical level, it can have the same devastating effects.<br />
“<strong>The</strong> human residents increasingly bring the planet under pressure. If left unchecked, the<br />
planet can reach a critical stage of destruction whereby human populations no longer find<br />
the planet a suitable habitat.”<br />
Sarah: “So you’re saying that the whole reason the Incunabula are engineering the<br />
globalization of earth is because they want to save earth from destruction”<br />
Dr. <strong>Neruda</strong>: “I will put it this way. <strong>The</strong> leaders of the Incunabula are very clear about the<br />
threats that earth will undergo in the twenty-first century. <strong>The</strong>y believe their orchestration of<br />
human events better serves the human population than to leave it to the forces of<br />
competitive politics. <strong>The</strong>y genuinely believe that the self-interests of the states will prevent a<br />
consolidation of global power.”<br />
Sarah: “Remind me again, why is this consolidation, as you put it, so critical to our<br />
survival”<br />
Dr. <strong>Neruda</strong>” “Because the threats that will confront the human population in the twentyfirst<br />
century will be global issues—whether they are intractable recessions, dwindling oil<br />
supplies, food distribution, overpopulation, pollution, nuclear fallout, or extraterrestrial<br />
visitations, they will require a global, coordinated response. Unless the nations of the world<br />
are united, they will respond too slowly to the threats, and the decay forces will have such<br />
traction that they may be impossible to reverse.”<br />
Sarah: “But isn’t this why the United Nations was formed To deal with these very issues”<br />
Dr. <strong>Neruda</strong>: “<strong>The</strong> United Nations is a prototype that the Incunabula designed to serve as<br />
an experiment to test the format for a world government. It was never considered to be the<br />
format for consolidation.<br />
“<strong>The</strong> issues of which I’m speaking are not confronted in the United Nations, even if they’re<br />
discussed and debated. Resolutions are designed to help remedy the problems, but ultimately<br />
it depends upon the will of the individual state to implement, monitor, report, analyze<br />
results, and make adjustments, and this is not enforced in any reasonable manner. A world<br />
government, to be effective, will require the ability to enforce and adjust resolutions based<br />
