Commissioner members ofthe Ieritage Advisory Boazd and<br />
other officials ofthe City as needed may participate in nego<br />
tiations with the owner or owners and any other interested<br />
party in an effort to find ameans of preserving the historic in<br />
tegrity of the property The<br />

feasibility of all means of preserving the historic integrity<br />
ofthodesignated praperry If the aforementioned donotaee<br />
on a means of preserving the historic integrity ofthe property<br />
at the initial meeting then they may continue to undertake<br />
meaningful and continuing discussion ofthe purpose offmd<br />
ing amethod of saving the historic integrity of the property<br />
2 Ifthe applicant fails to meet with the aforementioned in good<br />
faith in the time specified then the Architectural Board of<br />
Review s denial of the application will stand<br />
3 Ifaet holding such good faith meetings in the waiting period<br />
specified by the Architectural Board of Review the Director<br />
determines in writing that failure to approve a Certificate of<br />
Appropriateness wfll create a substantial hazdship to the appli<br />
cant and that such certificate may be approved without sub<br />
stantial detriment to the public welfare andwithout substantial<br />
derogation from the purposes ofthis Chapter therein in such<br />
event the Architectural Board ofReview can approve aCer<br />
tificate ofAppropriateness for such proposed demolition<br />
