1 The proposed HP must have ahigh degree ofhistoric integrity without excessive loss of architectural orhistoric character 2 The proposed HP must have an internal historic cohesiveness in the sense ofashazed common history ofits inhabitants his torical development according to the Vision ashared azchitec tural style or design or a body ofarchitecture illustrating the evolution ofarchitectural styles overaperiod oftune 3 The designation shall not impose a substantial burden on the religious exercise of any person assembly orinstitufion f Designation by the Commission The Commission after obtaining ad vice from the Heritage Advisory Board may designate certain areas places sites buildings public interior portions of buildings structures works of art and other objects as eligible to become either an HPD or an HP g h Designation Not Self Executing Once the Commission has approved a proposed designation of any certain areas places sites buildings public interior portions of buildings structures and works of art and other objects as eligible to become either anHPD or an HP anindivid ual or group may apply to the Commission for official status as anHPD or HP The rules ofthis Chapter or the Unique Historic Guidelines adopted by the Commission for any HPD orHP are not effecfive until the following application and approval process is additionally com pleted Application for Historic Status Determination The applicant s shall attempt to securethe written consent ofthe property owner s the for determination ofa property as anHP However written approval is not required for the property to be determined as an HP In the event that such owner refuses or declines to orotherwise does not give written consent to the proposed determination as an HP upon the applicant s application the Commission shall schedule apublic hearing onthe ques tion of the proposed determination In regards to an HPD the appli cant s shall attempt to secure the written approval ofowner s theproposed within boundaries These signatures shall be presented on aform prepazed by the Commission However written approval is not re quired for the properties to be determined as within an HPD In the event that such owner srefuses or declines to or otherwise does not give written consent to the proposed determination as anHPD upon the applicant sapplication the Commission shall schedule a public hear ing onthe question ofthe proposed determination i NoticeProcedures for Public Hearing 1 Notice ofthe public hearing shall be madein accordance with Lakewood Codified Ordinances no less than seven 7 days be fore the heazing said notice shall state the time place and pur pose of the hearing in accordance with Chapter 107 Publica lionofLegal Notices of the Ordinances 20 t
