A RESOLiJTION to take ffect immed sately prdvided treceives the affr rative<br />
vbte of at least fve 5 i5iembers elected to Council otherwise it shad take efr eet and<br />
be in force after the earliest period allowed by law authorizing the Mayor s to apply for<br />
accept and enter into a Water Pollution Control Loan Fund Full Principal Forgiveness<br />
Assistance Agreement on behalf of the City of Lakewood for planning design and or<br />
construction of Waster Water Treatment Facilities Improvements with the<br />
Environmental Protection Agency of the State of Ohio in ah amount estimated at<br />
652 500<br />
WHEREAS the City of Lakewood seeks to upgrade its existing wastewater<br />
treatment facilities and<br />
WHEREAS the City of Lakewood intends to apply for Water Pollution Control<br />
Loan Fund for the planning design and or construction of the wastewater facilities<br />
improvements and<br />
WHEREAS the Ohio Water Pollution Control Loan fund requires the government<br />
authority to pass legislation for appAcation of a loan and the execution of an<br />
agreement and<br />
WHEREAS this Council by a vote of at least five 5 members elected thereto<br />
determines that this ordinance is an emergency measure and that this ordinance shall<br />
take effect at the earliest date possible as set forth in ARTICLE TII SECTIONS 10 and<br />
13 of the SECOND AMENDED CHARTER <strong>OF</strong> <strong>THE</strong> <strong>CITY</strong> <strong>OF</strong> <strong>LAKEWOOD</strong> and that it is<br />
necessary for the immediate pre servation of public property health and safety and to<br />
provide for the usual daily operation ofmunicipal departments in that applications for<br />
this program<br />
are currently being accepted and are under consideration Now<br />
