2 No less than seven 7 days prior to a<br />

Commission additionally shall give written notice of a public<br />

hearing stating the time place and purpose to all owners and<br />

residents of property in and withintwo hundred 200 feet of<br />

the property for whicheither an HPD or an HP designation is<br />

requested<br />

tage Advisory Boazd such consents to determination and comments as<br />

have been filed with it and the views as may have been expressed by<br />

personsparticipating in the hearing before the Commission as well as<br />

any otherrelevant information brought before the Commission in mak<br />

ing its decision with respect to the proposed determination ofeach HPD<br />

or HP by a majority vote ofits members The Commission shall con<br />

sider any substantial religious burden statement submitted by a religious<br />

institution objecting to a designation as imposing a substantial burden<br />

on<br />

religious exercise<br />

The application for historic determination and all accompanying sub<br />

missions shall be reviewed and studied by the Commission prior to its<br />

recommendation<br />

The Commission shall determine by majority vote<br />

guidelines for a created district or a specific Historic property The<br />

Commission shall schedule a public heazing on the quesfion of pro<br />

posed design guidelines If specific azchitectural guidelines are not cre<br />

ated the Secretary of the Interior sStandards for Rehabilitation shall<br />

apply to anHPD orHP for ArchitecturalBoazdofReview purposes<br />

Applications which have been denied by the Commission may<br />

be re<br />

submitted within ten10 days if a request is made in writing by the<br />

applicant setting forth the grounds thereof Ifthe Commission deter<br />

minesby vote that valid grounds have been submitted a reheazing shall<br />

be granted Ifthe request is not made withinten 10 days from date of<br />

ruling no application onthe same appeal maybe made to the Commis<br />

sionfor a period ofsix6 months from the date the original application<br />

was denied The filing of an application<br />

for a rehearing shall not be<br />

deemed to extend the time permitted by lawfor the filing of an appeal<br />

to theCourts<br />
