No person shall make any alteration or demolition with respect to any<br />

property designated historic thatis situated in a determined HPD or has<br />

been determined an HPunless a Certificate of Appropriateness has been<br />

previously issued with respect to such properly With respect to any<br />

such alteration or<br />

demolition the owner of a property shall first apply<br />

for and secure a Certificate ofAppropriateness from the Architectural<br />

Board of Review In addition any improvements or changes under<br />

taken within publicrights of way within anHPD also require a Certifi<br />

cate ofAppropriateness from theArchitectural Board ofReview<br />

Unless the Commission has previously approved Unique Historic<br />

Guidelines when considering anapplication for a Certificate ofAppro<br />

priateness the Architectural Board ofReview shall determine whether<br />

the proposed construction reconstruction alteration or demolifion is<br />

appropriate orwhether ithas an adverseaffect upon the purposes ofthis<br />

Chapter and shall refer to the Secretary ofthe Interior sStandards for<br />

Rehabilitation as amended from time to time and which onthe date of<br />

the<br />

adoption ofthis Chapter are as follows<br />

1 A property shall be used for its historic purpose or placed in a<br />

new use that requires minimal change to the defming charac<br />

teristics ofthe building and its siteand environment<br />

2 The historic character of a property shall be retained and pre<br />

served The removal of historic materials or alteration offea<br />

tures and spaces that chazacterize a<br />

property shall be avoided<br />

3 Each property shall be recognized as a physical<br />

record ofits<br />

time place and use Changes that create a false sense ofhis<br />

torical development such as adding conjectural features or az<br />

chitectural elements from other buildings shall not be under<br />

taken<br />

4 Most properties change over time those changes thathave ac<br />

quired historic significance in their own<br />

right shall be retained<br />

andpreserved<br />

5 Distinctive features finishes and construction techniques or<br />

examples of craftsmanship that chazacterize an HP shall be<br />

preserved<br />

6 Deteriorated historic features shall be repaired rather than re<br />

placed Where the severity of deterioration requres replace<br />

ment ofadistinctive feature the new feature shall match the<br />
