RESOLUTION N0 88 09 BY A RESOLiJTION to take ffect immed sately prdvided treceives the affr rative vbte of at least fve 5 i5iembers elected to Council otherwise it shad take efr eet and be in force after the earliest period allowed by law authorizing the Mayor s to apply for accept and enter into a Water Pollution Control Loan Fund Full Principal Forgiveness Assistance Agreement on behalf of the City of Lakewood for planning design and or construction of Waster Water Treatment Facilities Improvements with the Environmental Protection Agency of the State of Ohio in ah amount estimated at 652 500 WHEREAS the City of Lakewood seeks to upgrade its existing wastewater treatment facilities and WHEREAS the City of Lakewood intends to apply for Water Pollution Control Loan Fund for the planning design and or construction of the wastewater facilities improvements and WHEREAS the Ohio Water Pollution Control Loan fund requires the government authority to pass legislation for appAcation of a loan and the execution of an agreement and WHEREAS this Council by a vote of at least five 5 members elected thereto determines that this ordinance is an emergency measure and that this ordinance shall take effect at the earliest date possible as set forth in ARTICLE TII SECTIONS 10 and 13 of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD and that it is necessary for the immediate pre servation of public property health and safety and to provide for the usual daily operation ofmunicipal departments in that applications for this program are currently being accepted and are under consideration Now Therefore BE ti RESOLI ED BY THE CITY OF LAKElh OOD STATE OF OHIO Section 1 That the Mayor is hereby eutharized to apply for accept and enter into a Water Pollution Control Loan Fund Full Principal Forgiveness Assistance Agreement on behalf of the City of Lakewood for planning design and or construction of Waster Water TreatmentFacilities Improvements with the Environmental Protection Agency of the State of Ohio in an amount estimated at652 500 d
