EXECUTIVE SUMMARY<br />
TASK<br />
The Strategic Plann<strong>in</strong>g Guidance (SPG) directed the Department to “provide new test<strong>in</strong>g<br />
capabilities [for test and evaluation <strong>in</strong> a jo<strong>in</strong>t operational context] and <strong>in</strong>stitutionalize the<br />
evaluation of jo<strong>in</strong>t system effectiveness as part of new capabilities-based processes.” It tasked<br />
the Director, <strong>Operational</strong> Test and Evaluation to “develop a roadmap for the Deputy Secretary of<br />
Defense… that identifies the changes needed to ensure that test and evaluation is conducted <strong>in</strong> a<br />
jo<strong>in</strong>t environment and facilitates the field<strong>in</strong>g of jo<strong>in</strong>t capabilities."<br />
The guidance required coord<strong>in</strong>ation with the Under Secretary of Defense for Acquisition,<br />
Technology and Logistics (USD(AT&L)); the Chairman, Jo<strong>in</strong>t Chiefs of Staff (CJCS); the<br />
Service Secretaries; the Commander, Jo<strong>in</strong>t Forces Command (JFCOM); and the Under Secretary<br />
of Defense for Personnel and Read<strong>in</strong>ess (USD(P&R)).<br />
DISCUSSION<br />
The Secretary's guidance establishes new Department policy to be <strong>in</strong>stitutionalized, that we<br />
will conduct test<strong>in</strong>g <strong>in</strong> a jo<strong>in</strong>t environment where applicable, and directs that we provide the<br />
resources required. These new T&E capabilities are applicable to both Developmental T&E<br />
(DT&E) and <strong>Operational</strong> T&E (OT&E).<br />
Jo<strong>in</strong>t operations have become the ma<strong>in</strong>stay of warfight<strong>in</strong>g. Force Transformation will<br />
require that the T&E community place a much greater emphasis on test<strong>in</strong>g jo<strong>in</strong>t warfight<strong>in</strong>g<br />
capabilities developed <strong>in</strong> response to the Jo<strong>in</strong>t Capabilities Integration and Development System<br />
(JCIDS) process. T&E must ensure that our combatant commanders (CoComs) can rely on<br />
equipment to operate together effectively without <strong>in</strong>troduc<strong>in</strong>g problems to the warfighters.<br />
Taken as a whole, the proposals <strong>in</strong> this roadmap are important enablers for acquir<strong>in</strong>g<br />
capabilities that are ‘born jo<strong>in</strong>t’ and test<strong>in</strong>g legacy equipment and systems that are ‘made jo<strong>in</strong>t.’<br />
The T&E roadmap identifies changes that will prepare the Department for “test<strong>in</strong>g like we<br />
fight,” and will provide a critical prerequisite for net-centric development and test<strong>in</strong>g. The<br />
proposals support the Secretary's top priorities: "Strengthen<strong>in</strong>g comb<strong>in</strong>ed/jo<strong>in</strong>t warfight<strong>in</strong>g<br />
capabilities" and "Transform<strong>in</strong>g the Jo<strong>in</strong>t Force."<br />
