<strong>Test<strong>in</strong>g</strong> <strong>in</strong> a Jo<strong>in</strong>t <strong>Environment</strong> <strong>Roadmap</strong><br />
C.3.1 Defense Acquisition System<br />
Fundamental acquisition system policy should declare that test<strong>in</strong>g <strong>in</strong> a jo<strong>in</strong>t environment is a<br />
requirement. Policies should be enhanced to <strong>in</strong>clude statements that establish the guidance for<br />
PMs and <strong>Operational</strong> Test Agencies (OTA) to conduct test<strong>in</strong>g <strong>in</strong> a jo<strong>in</strong>t environment as an<br />
<strong>in</strong>tegral part of the acquisition process based on requirements/capabilities identified and<br />
approved through the JCIDS process. Requirements should be established for <strong>in</strong>tegration of<br />
developmental systems with the networked jo<strong>in</strong>t mission <strong>in</strong>frastructure. Those requirements<br />
should <strong>in</strong>clude the development, upgrade, and ma<strong>in</strong>tenance of constructive models and virtual<br />
simulations throughout the lifecycle of each system. Policies should mandate the use of the jo<strong>in</strong>t<br />
mission <strong>in</strong>frastructure.<br />
DoD Instruction 5000.2. The follow<strong>in</strong>g are examples of possible changes to DoD<br />
Instruction 5000.2, “Operation of the Defense Acquisition System,” dated May 12, 2003.<br />
Paragraph 3.5. Concept Ref<strong>in</strong>ement, Subparagraph 3.5.4.4., Consider a new sentence as<br />
follows: A test plan to ensure that the goals and exit criteria for the first technology spiral<br />
demonstration are met. The test plan must consider test<strong>in</strong>g <strong>in</strong> a jo<strong>in</strong>t environment to meet jo<strong>in</strong>t<br />
capability requirements identified <strong>in</strong> the ICD.<br />
Paragraph 3.7. System Development and Demonstration, Subparagraph 3.7.1.1.,<br />
Recommend add<strong>in</strong>g a new sentence after the exist<strong>in</strong>g second sentence: Development and<br />
demonstration are aided by the use of simulation-based acquisition and test and evaluation<br />
<strong>in</strong>tegrated <strong>in</strong>to an efficient cont<strong>in</strong>uum and guided by a system acquisition strategy and test and<br />
evaluation master plan (TEMP). The TEMP must address test<strong>in</strong>g <strong>in</strong> the jo<strong>in</strong>t environment based<br />
on jo<strong>in</strong>t performance parameters identified <strong>in</strong> the CDD.<br />
Paragraph 3.7. System Development and Demonstration, Subparagraph 3.7.5., System<br />
Demonstration., Recommend modify<strong>in</strong>g the fourth sentence as follows: Successful<br />
development test and evaluation to assess technical progress aga<strong>in</strong>st critical technical parameters<br />
and jo<strong>in</strong>t mission requirements, early operational assessments, and, where proven capabilities<br />
exist, the use of model<strong>in</strong>g and simulation to demonstrate system <strong>in</strong>tegration are critical dur<strong>in</strong>g<br />
this effort.<br />
Paragraph 3.7. System Development and Demonstration, Subparagraph 3.7.6., Recommend<br />
modify<strong>in</strong>g the first sentence as follows. The Department of Defense may not conduct<br />
operational test<strong>in</strong>g (i.e., operational assessment (OA), IOT&E, or FOT&E) until the DOT&E<br />
approves, <strong>in</strong> writ<strong>in</strong>g, the OT&E portions of the comb<strong>in</strong>ed developmental and operational test<br />
plan for programs on the OSD T&E Oversight List, and the adequacy of the plans (<strong>in</strong>clud<strong>in</strong>g<br />
jo<strong>in</strong>t mission assessment requirements and the projected level of fund<strong>in</strong>g) for the OT&E to be<br />
conducted <strong>in</strong> connection with that program (reference (h)).<br />
