<strong>Test<strong>in</strong>g</strong> <strong>in</strong> a Jo<strong>in</strong>t <strong>Environment</strong> <strong>Roadmap</strong><br />

environment; determ<strong>in</strong>e if thresholds <strong>in</strong> the approved CPD and critical operational issues have<br />

been satisfied; and assess impacts to combat operations.<br />

DoD Interim Acquisition Guidebook. Recommend that the acquisition guidebook be<br />

changed to provide that jo<strong>in</strong>t mission T&E requirements be identified <strong>in</strong> Test and Evaluation<br />

Master Plans (TEMPs) and that, <strong>in</strong> situations <strong>in</strong>volv<strong>in</strong>g multi-Service participation, all applicable<br />

Service OTA commanders are expected to coord<strong>in</strong>ate dur<strong>in</strong>g review and approval of the TEMP.<br />

TENA Implementation Directive. A draft DoD TENA Directive is be<strong>in</strong>g prepared under<br />

the auspices of the Bus<strong>in</strong>ess Initiative Council to make TENA the standard architecture for test<br />

and tra<strong>in</strong><strong>in</strong>g range systems <strong>in</strong>teroperability. Recommend this directive be completed and issued<br />

by FY2005.<br />

JDEP Utilization, Management and Operation Directive. A JDEP Utilization,<br />

Management and Operation Directive may be appropriate to govern JDEP compliance and its<br />

management and operations as a central Department-wide systems eng<strong>in</strong>eer<strong>in</strong>g and test<strong>in</strong>g<br />

capability. Recommend the need for such a directive be reviewed dur<strong>in</strong>g implementation<br />

plann<strong>in</strong>g, and if needed, prepared and issued by FY2006.<br />

C.3.2 Requirements/Capabilities Generation<br />

Changes to the CJCS 3170 series for the Jo<strong>in</strong>t Capabilities Integration and Development<br />

System (JCIDS) are essential to ensure the CDD and CPD documents conta<strong>in</strong>, or reference the<br />

source for, the explicit mission capability needed, <strong>in</strong>clud<strong>in</strong>g the jo<strong>in</strong>t mission requirement.<br />

CJCSI 3170.01D. The follow<strong>in</strong>g suggested changes are provided as examples:<br />

Paragraph. 4. Policy, Subparagraph 4.c., Recommend the follow<strong>in</strong>g additions to the first two<br />

sentences: New solution sets must be crafted to deliver technologically sound, testable,<br />

susta<strong>in</strong>able, and affordable <strong>in</strong>crements of militarily useful capability. All capabilities shall be<br />

developed, tested, and procured to leverage the unique attributes of other DoD Components,<br />

<strong>in</strong>ternational systems from allies and cooperative opportunities.<br />

Enclosure A - Jo<strong>in</strong>t Capabilities Integration And Development System (JCIDS) Process,<br />

Subparagraph 2e. Def<strong>in</strong><strong>in</strong>g Capabilities., Suggest add<strong>in</strong>g the follow<strong>in</strong>g word<strong>in</strong>g to subparagraph<br />

2.e.(2): (2) Capability def<strong>in</strong>itions should be general enough so as not to prejudice decisions <strong>in</strong><br />

favor of a particular means of implementation, but specific enough to evaluate alternative<br />

approaches to implement the capability and provide for measurement of system performance<br />

through the T&E process for the lifecycle of the system.<br />
