<strong>Test<strong>in</strong>g</strong> <strong>in</strong> a Jo<strong>in</strong>t <strong>Environment</strong> <strong>Roadmap</strong><br />
The fund<strong>in</strong>g strategy will be to identify the logical offsets from T&E and <strong>in</strong>frastructure<br />
accounts and seek additional resources directed by the Department as <strong>in</strong>creases to the T&E total<br />
obligational authority. In FY05, allocation from exist<strong>in</strong>g accounts or reprogramm<strong>in</strong>g will be<br />
requested/required. For POM2006-2011, the resource requirements must be def<strong>in</strong>ed and<br />
resolved dur<strong>in</strong>g the program review.<br />
2.5.3 THE BUSINESS MODEL<br />
Two types of fund<strong>in</strong>g will be required, <strong>in</strong>stitutional and reimbursable, <strong>in</strong> a manner similar to<br />
the MRTFB under DoDD 3200.11. The central management office will be responsible for<br />
<strong>in</strong>stitutional plann<strong>in</strong>g, programm<strong>in</strong>g, and budget<strong>in</strong>g execution (PPBE) system actions with an<br />
OSD sponsor. Institutional fund<strong>in</strong>g must be adequate to develop, susta<strong>in</strong>, and modernize the<br />
core <strong>in</strong>frastructure, and will cover rout<strong>in</strong>e operat<strong>in</strong>g costs and fund<strong>in</strong>g for <strong>in</strong>vestments <strong>in</strong><br />
facilities, equipment, and software that support multiple customers. Indirect, overhead, and other<br />
rout<strong>in</strong>e operat<strong>in</strong>g costs for the central management office will be funded <strong>in</strong>stitutionally and not<br />
charged to the customer.<br />
The second source of fund<strong>in</strong>g will be reimbursement from users for the direct costs <strong>in</strong>curred<br />
by their programs <strong>in</strong> us<strong>in</strong>g this T&E capability. This reimbursed direct cost will <strong>in</strong>clude any<br />
support that was provided to the specific user, <strong>in</strong>clud<strong>in</strong>g the cost of labor and utilities used or<br />
consumed for the specific benefit of the user. The users will plan, program, budget, and<br />
reimburse the central activity for the direct cost of T&E services, and fund any <strong>in</strong>vestments <strong>in</strong><br />
facilities, equipment, and software that will be unique to their particular programs.<br />
2.5.4 MANAGEMENT AND RESOURCING RESPONSIBILITY<br />
To achieve the fully functional <strong>in</strong>frastructure for test<strong>in</strong>g <strong>in</strong> a jo<strong>in</strong>t environment, management<br />
and resourc<strong>in</strong>g responsibilities for the development, susta<strong>in</strong>ment, and modernization of each of<br />
the major elements of the <strong>in</strong>frastructure must be delegated. Except for tasks assigned to the<br />
central program management office, management authority and resourc<strong>in</strong>g responsibility for<br />
other elements of the <strong>in</strong>frastructure rema<strong>in</strong> as currently assigned.<br />

<strong>in</strong>frastructure capability<br />
– OSD sponsor and new central program<br />
management office.<br />
• Def<strong>in</strong>e jo<strong>in</strong>t mission context – Jo<strong>in</strong>t Staff and CoComs.<br />
• Develop and ma<strong>in</strong>ta<strong>in</strong> system<br />
representations<br />
– PMs for each particular system.<br />
