<strong>Test<strong>in</strong>g</strong> <strong>in</strong> a Jo<strong>in</strong>t <strong>Environment</strong> <strong>Roadmap</strong><br />

1.0 INTRODUCTION<br />

1.1 PURPOSE<br />

In a meet<strong>in</strong>g <strong>in</strong> December, 2002, Secretary Rumsfeld offered the <strong>Operational</strong> Test Agency<br />

(OTA) commanders the opportunity to provide ideas related to his <strong>in</strong>itiatives and priority list. I<br />

responded <strong>in</strong> my memorandum of December 13, 2002, as follows:<br />

“… While other recommendations are forthcom<strong>in</strong>g, I believe one item should top the list:<br />

• To strengthen our jo<strong>in</strong>t warfight<strong>in</strong>g capabilities, the Department should not only “tra<strong>in</strong> as we<br />

fight” but also “test as we fight.”<br />

The Department has acted to improve jo<strong>in</strong>t operational tra<strong>in</strong><strong>in</strong>g through the creation of a Jo<strong>in</strong>t<br />

National Tra<strong>in</strong><strong>in</strong>g Center. I believe it should act to also create a Jo<strong>in</strong>t Test and Evaluation Capability.<br />

Infrastructure requirements (ranges, <strong>in</strong>strumentation, etc.) for both tra<strong>in</strong><strong>in</strong>g and test<strong>in</strong>g are similar.<br />

We should base future <strong>in</strong>frastructure decisions on a corporate perspective that satisfies both jo<strong>in</strong>t<br />

operational tra<strong>in</strong><strong>in</strong>g and jo<strong>in</strong>t operational test<strong>in</strong>g priorities.“ 1<br />

The Strategic Plann<strong>in</strong>g Guidance (SPG) task<strong>in</strong>g me to develop a roadmap to enable test and<br />

evaluation (T&E) <strong>in</strong> a jo<strong>in</strong>t environment is the result of the <strong>in</strong>itiative the Secretary and I<br />

addressed <strong>in</strong> 2002, and the Secretary’s commitment to “get folks work<strong>in</strong>g on those ideas.”<br />

“Jo<strong>in</strong>t <strong>Test<strong>in</strong>g</strong> <strong>in</strong> Force Transformation (U)<br />

(U) Develop<strong>in</strong>g and field<strong>in</strong>g jo<strong>in</strong>t force capabilities requires adequate, realistic test and evaluation <strong>in</strong> a<br />

jo<strong>in</strong>t operational context. To do this, the Department will provide new test<strong>in</strong>g capabilities and<br />

<strong>in</strong>stitutionalize the evaluation of jo<strong>in</strong>t system effectiveness as part of new capabilities-based processes. The<br />

Director, <strong>Operational</strong> Test and Evaluation (D(OT&E)) will develop a roadmap for the Deputy Secretary of<br />

Defense no later than May 2004 that identifies the changes needed to ensure that test and evaluation is<br />

conducted <strong>in</strong> a jo<strong>in</strong>t environment and facilitates the field<strong>in</strong>g of jo<strong>in</strong>t capabilities." (Pre-Decisional) 2<br />

The SPG's Appendix E, item E08, requires coord<strong>in</strong>ation with the Under Secretary of Defense for<br />

Acquisition, Technology and Logistics (USD(AT&L)); the Chairman, Jo<strong>in</strong>t Chiefs of Staff (CJCS); the<br />

Service Secretaries; the Commander, Jo<strong>in</strong>t Forces Command (JFCOM); and the Under Secretary of<br />

Defense for Personnel and Read<strong>in</strong>ess (USD(P&R)).<br />

The Secretary's Jo<strong>in</strong>t <strong>Test<strong>in</strong>g</strong> <strong>in</strong> Force Transformation guidance establishes policy that the<br />

Department will conduct its test<strong>in</strong>g <strong>in</strong> a jo<strong>in</strong>t environment where applicable, and will provide the<br />

resources required. This policy supports two of the Secretary's top priorities: "Strengthen<strong>in</strong>g<br />
