<strong>Test<strong>in</strong>g</strong> <strong>in</strong> a Jo<strong>in</strong>t <strong>Environment</strong> <strong>Roadmap</strong><br />

systems that must <strong>in</strong>terface with the system under test, or components of the test <strong>in</strong>frastructure<br />

itself, should be <strong>in</strong>cluded <strong>in</strong> the sections of policy documents that apply to budget formulation<br />

and execution.<br />

The DoD F<strong>in</strong>ancial Management Regulations comprise a multi-volume publication of<br />

policies applicable to appropriated fund activities, revolv<strong>in</strong>g fund activities, multiple types of<br />

appropriations, and a variety of reimbursable arrangements that depend on the type of customer<br />

and the provider of services as well as the type of service or support be<strong>in</strong>g rendered. The<br />

identification of appropriate changes to that publication is best accomplished through the efforts<br />

of knowledgeable subject matter experts dur<strong>in</strong>g the implementation phase of the roadmap.<br />

C.3.4 Synthesis of Tra<strong>in</strong><strong>in</strong>g and <strong>Test<strong>in</strong>g</strong><br />

DoDD 1322.18, CJCSI 3500.01B, and 3500.02C, regard<strong>in</strong>g jo<strong>in</strong>t tra<strong>in</strong><strong>in</strong>g, are subject to<br />

modification to facilitate, or encourage, the conduct of test<strong>in</strong>g <strong>in</strong> a jo<strong>in</strong>t environment dur<strong>in</strong>g jo<strong>in</strong>t<br />

tra<strong>in</strong><strong>in</strong>g exercises, and provide for coord<strong>in</strong>ation of jo<strong>in</strong>t tra<strong>in</strong><strong>in</strong>g exercises with test<strong>in</strong>g needs.<br />

CJCSI 3500.01B. The follow<strong>in</strong>g are examples of possible changes to CJCSI 3500.01B,<br />

“Jo<strong>in</strong>t Tra<strong>in</strong><strong>in</strong>g Policy for the Armed Forces of the United States,” dated 31 December 1999.<br />

Enclosure A, Introduction., Consider modify<strong>in</strong>g paragraph 5 as follows: 5. Other Jo<strong>in</strong>t<br />

Activities Affect<strong>in</strong>g Jo<strong>in</strong>t Tra<strong>in</strong><strong>in</strong>g. Other jo<strong>in</strong>t activities or events that impact on the plann<strong>in</strong>g<br />

and conduct of jo<strong>in</strong>t tra<strong>in</strong><strong>in</strong>g <strong>in</strong>clude All Service Combat Identification Evaluation Team<br />

(ASCIET) events, Jo<strong>in</strong>t Warrior Interoperability Demonstrations (JWID), Advanced Concept<br />

Technology Demonstrations (ACTD), and Jo<strong>in</strong>t Warfight<strong>in</strong>g Experiments (JWE), and test<strong>in</strong>g <strong>in</strong><br />

a jo<strong>in</strong>t environment. Occasionally, to take advantage of jo<strong>in</strong>t force expertise and m<strong>in</strong>imize<br />

impact on unit tra<strong>in</strong><strong>in</strong>g schedules, some jo<strong>in</strong>t experimentation objectives, or test<strong>in</strong>g of systems <strong>in</strong><br />

a jo<strong>in</strong>t environment, will be added as an adjunct to jo<strong>in</strong>t tra<strong>in</strong><strong>in</strong>g exercises. Tra<strong>in</strong><strong>in</strong>g events<br />

provide venues to demonstrate emerg<strong>in</strong>g capabilities of systems under development and<br />

<strong>in</strong>fluence system requirements at an early stage <strong>in</strong> the acquisition cycle.<br />

Enclosure B, Jo<strong>in</strong>t Tra<strong>in</strong><strong>in</strong>g Policy., Suggest modify<strong>in</strong>g paragraphs 1.a., 3.a, 3.d.(2) and 6.a.<br />

as follows:<br />

1.a. Use Jo<strong>in</strong>t Doctr<strong>in</strong>e.. Jo<strong>in</strong>t tra<strong>in</strong><strong>in</strong>g will be accomplished <strong>in</strong> accordance with approved<br />

jo<strong>in</strong>t doctr<strong>in</strong>e. … When it is necessary to <strong>in</strong>troduce experimentation events or test<strong>in</strong>g <strong>in</strong> a jo<strong>in</strong>t<br />

environment <strong>in</strong>to are <strong>in</strong>cluded <strong>in</strong> jo<strong>in</strong>t tra<strong>in</strong><strong>in</strong>g exercises, combatant commanders will use care to<br />

ensure that exercise participants understand that doctr<strong>in</strong>al deviations are for experimentation or<br />

test and evaluation purposes, and may not change doctr<strong>in</strong>e and procedures for future operations.<br />
