2.6 THE ROADMAP<br />
To effectively use any roadmap (e.g., Rand McNally), one must know the po<strong>in</strong>t of orig<strong>in</strong>,<br />
dest<strong>in</strong>ation, any waypo<strong>in</strong>ts between, and the cost and resources needed. Waypo<strong>in</strong>ts help clarify<br />
and narrow choices, and ensure success. The roadmap shown <strong>in</strong> Figure 10 lays out the key<br />
phases (waypo<strong>in</strong>ts) and the ultimate objective capability (dest<strong>in</strong>ation) of test<strong>in</strong>g <strong>in</strong> a jo<strong>in</strong>t<br />
environment. The roadmap aligns three significant aspects that must be considered to achieve<br />
the objective capability to adequately conduct test<strong>in</strong>g <strong>in</strong> a jo<strong>in</strong>t environment: 1) major acquisition<br />
programs that potentially could be supported by the capability as it is developed, 2) the key<br />
phases of <strong>in</strong>frastructure as it is developed, <strong>in</strong>clud<strong>in</strong>g changes <strong>in</strong> policy and test processes, and 3)<br />
the required fund<strong>in</strong>g.<br />
2.6.1 PILOT PROGRAMS TO GUIDE THE DEVELOPMENT<br />
To provide value to the Department as quickly as possible and ensure that the development<br />
of this network<strong>in</strong>g <strong>in</strong>frastructure is advanc<strong>in</strong>g toward success, the <strong>in</strong>frastructure must provide<br />
capability <strong>in</strong> <strong>in</strong>crements dur<strong>in</strong>g its development, rather than only after it is completed. An<br />
evolutionary acquisition approach will be used that <strong>in</strong>crementally builds each aspect of the<br />
<strong>in</strong>frastructure capability. The criteria for determ<strong>in</strong><strong>in</strong>g what goes <strong>in</strong> each development spiral will<br />
be determ<strong>in</strong>ed consider<strong>in</strong>g many factors, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong>put from <strong>in</strong>dustry and technology efforts on<br />
what is technically feasible, along with <strong>in</strong>put from warfighters, acquisition programs, advanced<br />
technology demonstrations, operational test agencies, and other users of this capability on what<br />
improvements are most needed.<br />
Key acquisition programs and major transformation efforts, referred to as "pilot programs",<br />
that are representative of different doma<strong>in</strong>s across the Department will be used to help guide the<br />
development of the capability. As the development proceeds, selected pilot programs may be<br />
amended as needed. The choice of pilot programs does not change the ultimate dest<strong>in</strong>ation of<br />
this roadmap, only the waypo<strong>in</strong>ts along the way that provide <strong>in</strong>cremental capabilities. If the pilot<br />
programs are truly representative, this <strong>in</strong>frastructure capability will mature and be supportive of<br />
other acquisition programs at a faster pace than otherwise. Each acquisition program will need<br />
