2.2.4 PARTNERSHIP ACROSS TEST, TRAINING, AND EXPERIMENTATION<br />

Creat<strong>in</strong>g separate jo<strong>in</strong>t venues and jo<strong>in</strong>t mission <strong>in</strong>frastructures for systems eng<strong>in</strong>eer<strong>in</strong>g,<br />

T&E, tra<strong>in</strong><strong>in</strong>g, and experimentation is not effective, efficient, or affordable. At a hear<strong>in</strong>g of<br />

comb<strong>in</strong>ed sub-committees of the House Armed Services Committee on March 18, 2004, Dr. Paul<br />

W. Mayberry, Deputy Under Secretary of Defense (Read<strong>in</strong>ess) testified:<br />

“JNTC is a tremendous resource with value and benefit well beyond tra<strong>in</strong><strong>in</strong>g. The “T” can<br />

also stand for “test<strong>in</strong>g.” The underly<strong>in</strong>g pillars for JNTC are the same as those required for a<br />

realistic operational test event. We must partner with the test<strong>in</strong>g community to maximize our<br />

commonality <strong>in</strong> the areas of <strong>in</strong>strumentation, data collection, cross-functional use of ranges,<br />

as well as long-term range susta<strong>in</strong>ment. The same arguments can be made for the<br />

experimentation community, as they need to validate emerg<strong>in</strong>g operational concepts.”<br />

It will be mutually beneficial to create a partnership between the systems eng<strong>in</strong>eer<strong>in</strong>g,<br />

test<strong>in</strong>g, tra<strong>in</strong><strong>in</strong>g, and experimentation communities shar<strong>in</strong>g LVC resources, but ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g<br />

<strong>in</strong>dependence between the separate missions. While the general requirements of systems<br />

development, test<strong>in</strong>g, tra<strong>in</strong><strong>in</strong>g, and experimentation with<strong>in</strong> the jo<strong>in</strong>t mission <strong>in</strong>frastructure are<br />

similar, specific requirements for factors such as resolution, latency, etc., will likely be different<br />

for many of the elements. For each community, the jo<strong>in</strong>t mission <strong>in</strong>frastructure should be<br />

accredited for specific applications.<br />

There are two areas of overlapp<strong>in</strong>g equities.<br />

2.2.4.1 SHARED PROCESS/VENUES<br />

The event plann<strong>in</strong>g and execution process for systems eng<strong>in</strong>eer<strong>in</strong>g, test<strong>in</strong>g, tra<strong>in</strong><strong>in</strong>g, and<br />

experimentation events have much <strong>in</strong> common, and the venues where test<strong>in</strong>g, tra<strong>in</strong><strong>in</strong>g, and<br />

experimentation events <strong>in</strong> the jo<strong>in</strong>t context are conducted are virtually identical. Department<br />

<strong>in</strong>frastructure must be effectively utilized, and the shared use by test<strong>in</strong>g, tra<strong>in</strong><strong>in</strong>g and<br />

experimentation customers presents a perfect opportunity to get the most effective use out of<br />

exist<strong>in</strong>g and evolv<strong>in</strong>g <strong>in</strong>frastructure. Jo<strong>in</strong>t tra<strong>in</strong><strong>in</strong>g has formed a mutually-beneficial partnership<br />

with the T&E ranges, beg<strong>in</strong>n<strong>in</strong>g with Millennium Challenge 2002, which provided early lessons<br />

learned related to the issues associated with comb<strong>in</strong>ed test, tra<strong>in</strong><strong>in</strong>g, and experimentation. These<br />

lessons laid the ground work for JNTC as an <strong>in</strong>tegrated LVC environment, and the lessons<br />

cont<strong>in</strong>ue prov<strong>in</strong>g the value of a common jo<strong>in</strong>t mission <strong>in</strong>frastructure for support of tra<strong>in</strong><strong>in</strong>g, the<br />

Doctr<strong>in</strong>e, Organization, Tra<strong>in</strong><strong>in</strong>g, Materiel, Leadership and Education, Personnel, Facilities<br />

(DOTMLPF) process and system-of-systems test<strong>in</strong>g.<br />

JFCOM will cont<strong>in</strong>ue to work with Services and combatant commands to improve the<br />

approach to jo<strong>in</strong>t experimentation. The proposed JNTC network<strong>in</strong>g (called the Jo<strong>in</strong>t Tra<strong>in</strong><strong>in</strong>g<br />

and Experimentation Network<strong>in</strong>g (JTEN)) will provide the realistic, accessible tra<strong>in</strong><strong>in</strong>g, systems<br />
