2.3.2.7 PARTNERING THE TEST NETWORK DEVELOPMENT<br />

The persistent, robust distributed network<strong>in</strong>g capability needed for systems eng<strong>in</strong>eer<strong>in</strong>g and<br />

DT&E is virtually the same network<strong>in</strong>g capability that will provide augmentation for OT&E, and<br />

can provide support for jo<strong>in</strong>t tra<strong>in</strong><strong>in</strong>g and jo<strong>in</strong>t experimentation. A common, fully enhanced<br />

network <strong>in</strong>frastructure can provide the persistent, robust, and distributed connectivity that l<strong>in</strong>ks<br />

live systems with support<strong>in</strong>g virtual and constructive resources <strong>in</strong>to a world-class capability that<br />

will address much of this need. A common program to develop this capability will be a critical<br />

<strong>in</strong>stitutional <strong>in</strong>vestment for the Department, provid<strong>in</strong>g a key enabler for net-centricity<br />

developments and test<strong>in</strong>g, and improved capability across many doma<strong>in</strong>s (T&E, science and<br />

technology, tra<strong>in</strong><strong>in</strong>g, experimentation, model<strong>in</strong>g and simulation (M&S), <strong>in</strong>formation assurance,<br />

<strong>in</strong>teroperability certification, etc.). A strategic partnership between DOT&E, USD(AT&L), and<br />

ASD(NII) [and others as needed] to develop the common, fully enhanced network <strong>in</strong>frastructure<br />

as a core solution for the Department is strongly recommended.<br />

2.3.3 INSTRUMENTATION NEEDS<br />

Proper <strong>in</strong>strumentation is essential to both T&E and tra<strong>in</strong><strong>in</strong>g. Instrumentation is a key to<br />

establish<strong>in</strong>g the “ground truth” of what has occurred <strong>in</strong> a test or tra<strong>in</strong><strong>in</strong>g event, and to provide<br />

feedback to the materiel developer or tra<strong>in</strong>er as to what worked or didn’t work. Wherever<br />

possible, future <strong>in</strong>strumentation should be both non-<strong>in</strong>trusive, preferably embedded, and<br />

“<strong>in</strong>teroperable”, or common among the test, tra<strong>in</strong><strong>in</strong>g, and experimentation communities and<br />

among the Services.<br />

Currently, most <strong>in</strong>strumentation is attached to a system for a specific event. This “added”<br />

<strong>in</strong>strumentation often produces undesirable effects by affect<strong>in</strong>g system performance (e.g., by<br />

add<strong>in</strong>g weight or draw<strong>in</strong>g upon system power), or by disrupt<strong>in</strong>g a realistic flow of operational<br />

events because of <strong>in</strong>strumentation ma<strong>in</strong>tenance requirements. On the other hand, embedded<br />

<strong>in</strong>strumentation is designed <strong>in</strong>to the system to avoid the effects of <strong>in</strong>trusive <strong>in</strong>strumentation.<br />

Additionally, it is available for use throughout the life cycle of the system, allow<strong>in</strong>g systems to<br />

test (or tra<strong>in</strong>) “anywhere, anytime”. Embedded <strong>in</strong>strumentation can provide ma<strong>in</strong>tenance<br />

diagnostics and prognostics, <strong>in</strong> addition to test<strong>in</strong>g and tra<strong>in</strong><strong>in</strong>g uses.<br />

Instrumentation, embedded or otherwise, that is <strong>in</strong>teroperable for test<strong>in</strong>g and tra<strong>in</strong><strong>in</strong>g uses<br />

across Services is essential for both test<strong>in</strong>g and tra<strong>in</strong><strong>in</strong>g <strong>in</strong> a jo<strong>in</strong>t environment. For example,<br />

real time casualty assessment (RTCA) <strong>in</strong>strumentation, which is necessary to adjudicate realistic<br />

force-on-force tactical engagements, is a necessary requirement for both test<strong>in</strong>g and tra<strong>in</strong><strong>in</strong>g <strong>in</strong> a<br />

jo<strong>in</strong>t environment. Currently there is no family of <strong>in</strong>teroperable RTCA <strong>in</strong>strumentation that<br />

handles the full range of combat <strong>in</strong>teractions (e.g., ground-to-ground, air-to-ground, ground-to-<br />
