The capability to test <strong>in</strong> a jo<strong>in</strong>t environment is needed throughout a system’s lifecycle.<br />

Figure B.2 illustrates the progression of a developmental system through the evaluation<br />

cont<strong>in</strong>uum from concept development to system retirement. Integration of the system with the<br />

jo<strong>in</strong>t mission <strong>in</strong>frastructure, us<strong>in</strong>g constructive models, virtual simulations and live systems,<br />

provides the persistent jo<strong>in</strong>t environment and tools for concept development and design, system<br />

development and DT&E, and OT&E. The common technical framework l<strong>in</strong>ks the<br />

developmental systems with subsystems, simulations, and other necessary resources. This<br />

framework uses live test <strong>in</strong>strumentation requirements as its criteria for establish<strong>in</strong>g common<br />

data descriptors, formats, data rates, and data structures to be used throughout the test process<br />

regardless of simulated, live, or mixed test<strong>in</strong>g. The technical framework provides for reuse of<br />

analysis tools and techniques and assures data consistency and data comparability throughout<br />

acquisition. Data consistency enables the long desired systems eng<strong>in</strong>eer<strong>in</strong>g goal of model-testmodel<br />

– then build.<br />
