<strong>Test<strong>in</strong>g</strong> <strong>in</strong> a Jo<strong>in</strong>t <strong>Environment</strong> <strong>Roadmap</strong><br />

Enclosure A - Jo<strong>in</strong>t Capabilities Integration And Development System (JCIDS) Process,<br />

Subparagraph 5a(2)(b) Capability Development Document (CDD)., Recommend modify<strong>in</strong>g the<br />

first sentence, and add<strong>in</strong>g one additional sentence as follows: The CDD provides the operational<br />

performance attributes, <strong>in</strong>clud<strong>in</strong>g supportability, necessary for the acquisition community to<br />

design the proposed system, and the T&E community to evaluate the proposed system <strong>in</strong> the<br />

anticipated jo<strong>in</strong>t environment. <strong>in</strong>clud<strong>in</strong>gIt <strong>in</strong>cludes key performance parameters (KPP) and other<br />

parameters that will guide the development, demonstration and test<strong>in</strong>g of the current <strong>in</strong>crement.<br />

<strong>Operational</strong> test<strong>in</strong>g will assess the operational effectiveness and suitability of the system and its<br />

performance <strong>in</strong> the anticipated jo<strong>in</strong>t mission area environment.<br />

Enclosure A - Jo<strong>in</strong>t Capabilities Integration And Development System (JCIDS) Process,<br />

Subparagraph 5b, Performance Attributes and KPPs., Suggest chang<strong>in</strong>g the fourth sentence as<br />

follows: … This will be used to guide the acquisition community <strong>in</strong> mak<strong>in</strong>g tradeoff decisions<br />

between the threshold and objective values of the stated attributes and the T&E community <strong>in</strong><br />

assess<strong>in</strong>g system performance <strong>in</strong>clud<strong>in</strong>g the jo<strong>in</strong>t mission requirement. <strong>Operational</strong> test<strong>in</strong>g will<br />

assess the operational effectiveness and suitability of the system and its ability to meet the<br />

production threshold values. Additional discussion of attributes and KPPs is provided <strong>in</strong><br />

reference c.<br />

Enclosure A - Jo<strong>in</strong>t Capabilities Integration And Development System (JCIDS) Process,<br />

Subparagraph 7c(1), FCB Membership., Suggest revis<strong>in</strong>g subparagraph 7c(1)(o) as follows: (o)<br />

Enclosure B – Responsibilities, Paragraph 2, Functional Capabilities Boards, Suggest the<br />

follow<strong>in</strong>g additions be <strong>in</strong>corporated <strong>in</strong> subparagraph 2.h., h. Ensure that D,PA&E,<br />

USD(AT&L), DOT&E, and ASD(NII) have the opportunity to participate <strong>in</strong> or review the<br />

analysis conducted <strong>in</strong> support of ICD designated as JROC Interest. D,PA&E, USD(AT&L),<br />

DOT&E, and ASD(NII) should be engaged early to ensure that the analysis plan adequately<br />

addresses a sufficient range of materiel approaches.<br />

CJCS 3170 Series. Recommend that the Chairman of the Jo<strong>in</strong>t Chiefs of Staff 3170 series<br />

of publications be amended to establish a process for provid<strong>in</strong>g T&E feedback to the applicable<br />

Functional Capabilities Board or Boards regard<strong>in</strong>g any important gaps <strong>in</strong> mission capability that<br />

are identified through test<strong>in</strong>g.<br />

C.3.3 Resources<br />

DoD 7000.14-R, the DoD F<strong>in</strong>ancial Management Regulations should be adjusted as<br />

necessary to ensure that any changes to established reimbursement policies required to<br />

implement test<strong>in</strong>g <strong>in</strong> a jo<strong>in</strong>t environment are <strong>in</strong>corporated <strong>in</strong> the documents. Similarly, any<br />

changes to current requirements to budget for costs of test<strong>in</strong>g a system under test, test<strong>in</strong>g of<br />
