• IVM- ADAPTS Adapt<strong>in</strong>g to <strong>Climate</strong> <strong>Change</strong><br />

at the Local Scale. Aim is to enlarge capacity<br />

<strong>in</strong> order to adapt water management- and<br />

policy, local development plans and <strong>in</strong>vestment<br />

decisions to climate change. The proposal<br />

<strong>in</strong>cludes an <strong>in</strong>ception phase <strong>in</strong> seven river bas<strong>in</strong>s<br />

and an implement<strong>in</strong>g phase <strong>in</strong> a maximum of<br />

three of these. In Lat<strong>in</strong>-<strong>America</strong>n countries it<br />

concerns São Francisco (Brazil) and Ocoña<br />

(Peru). Duration 01/09/2007-31/10/2011; contract<br />

amount approximately € 50,000 for Brazil and<br />

• Carbon credit<strong>in</strong>g for forest communities.<br />

Several Dutch <strong>in</strong>stitutes are responsible for<br />

the community carbon forestry programme,<br />

the objective of which is to develop a method for<br />

susta<strong>in</strong>able forestry and prevent deforestation,<br />

as part of the Kyoto Protocol. Total contribution for<br />

the period 2007 – 2009: € 1,254,605. For details<br />

Countries where The Netherlands is active<br />

The Netherlands, with the assistance of its embassies,<br />

is <strong>in</strong>volved <strong>in</strong> the environment sectors of Bolivia,<br />

Colombia, Guatemala and Sur<strong>in</strong>am.<br />

Bolivia<br />

Projects and <strong>in</strong>itiatives<br />

• Support for the National Program for <strong>Climate</strong><br />

<strong>Change</strong>;<br />

• Support for the <strong>in</strong>tegrated water policy of the<br />

M<strong>in</strong>istry of Water;<br />

• Support for the national multi-year plan of Vicem<strong>in</strong>istry<br />

of environment, bio-diversity, climate<br />

change;<br />

• Support for the implementation of forest policy<br />

and improved use of forest products;<br />

• Support for the development of decentralised<br />

REDD programs (‘REDD Indigena');<br />

• Protection of national parks and reduc<strong>in</strong>g of illegal<br />

cutt<strong>in</strong>g;<br />

• Lead<strong>in</strong>g the donor dialogue and the harmonization<br />

of aid on environment.<br />

The embassy <strong>in</strong> La Paz has approximately € 9.5 million<br />

available per year for environment. As both The<br />

Netherlands and Bolivia want to give more attention<br />

to the environment, this budget will <strong>in</strong>crease to<br />

€ 12 million <strong>in</strong> 2011.<br />

Colombia<br />

In 2008, The Netherlands provided € 11 million to<br />

Colombia for environmental support. In previous<br />

years, aid totalled, € 10.5 (2007), 12.22 million (2006),<br />

€ 7.4 million (2005) and € 9.51 million (2004).<br />

In the environment sector The Netherlands is an<br />

important donor, together with the World Bank, the<br />

Interamerican Development Bank and the Global<br />

Environmental Facility. In May 2007 Colombia and<br />

The Netherlands signed an agreement for sectoral<br />

support to the environment programme.<br />

Objectives of this programme:<br />

• To support the vice-m<strong>in</strong>istry of environment as<br />

national environment authority and executive<br />

agency <strong>in</strong> formulat<strong>in</strong>g policy for environment<br />

management.<br />

• To <strong>in</strong>corporate and balance the environment<br />

agenda for the countryside and the urban areas.<br />

• To stimulate an environment policy which aims<br />

at the prevention of social problems as a result<br />

of environmental degradation, and with special<br />

attention to social equality and spatial plann<strong>in</strong>g,<br />

as a contribution to peace build<strong>in</strong>g.<br />

In March 2009 the programme was positively<br />

evaluated by the London based Overseas<br />

Development Institute (ODI). The follow<strong>in</strong>g results<br />

where mentioned:<br />

• Ma<strong>in</strong>stream<strong>in</strong>g of the environmental agenda<br />

with the f<strong>in</strong>ancial authorities of the country<br />

and important efforts of green<strong>in</strong>g the f<strong>in</strong>ancial<br />

system.<br />

• The declaration of protected areas together with<br />

<strong>in</strong>digenous people.<br />

• The adaptation of national biodiversity policy to<br />

make it "climate change proof."<br />

• Formulation of a national plan for <strong>in</strong>tegrated water<br />

resources management.<br />

• Certification procedures accord<strong>in</strong>g to <strong>in</strong>ternational<br />

standards for biofuels <strong>in</strong> place.<br />

The programme corresponds with the Development<br />

Policy Loan of the World Bank. The common policy<br />

dialogue is based on the results of the national<br />

environment policy and additionally The Netherlands<br />

achieved more attention for the possibilities of REDD<br />

for the country and the conservation of the Colombian<br />

Amazon.<br />

The M<strong>in</strong>istry of Environment coord<strong>in</strong>ates the support<br />

of donors and multilateral agencies to br<strong>in</strong>g these<br />

together with the national policy.<br />
