Regional <strong>Climate</strong> <strong>Change</strong> Strategies<br />
Two regions have developed regional <strong>Climate</strong> <strong>Change</strong><br />
strategies:<br />
Junín - This was the first region <strong>in</strong> the country to<br />
develop a Regional Strategy approved by Regional<br />
Decree 002-2007-GRJ/PR (December 2007).<br />
A Regional <strong>Climate</strong> <strong>Change</strong> Technical Group was<br />
created by Regional Executive Resolution 244-<br />
2005 GRJ/PR. At the same time it is a regional part<br />
of the PRAA Project, the Cuenca del Mantaro has<br />
been prioritized as a pilot bas<strong>in</strong> for implement<strong>in</strong>g<br />
adaptation measures, due to its vulnerability to the<br />
effects of glacier recession.<br />
Amazon - The region approved a Regional <strong>Climate</strong><br />
<strong>Change</strong> Strategy by Regional Ord<strong>in</strong>ance 223,<br />
September 2008. The implementation of this falls<br />
under the responsibility of the Adm<strong>in</strong>istration of<br />
Natural Resources and the Management of the<br />
Environment, <strong>in</strong> coord<strong>in</strong>ation with sectoral offices,<br />
OPDS, municipalities and other <strong>in</strong>stitutions. The region<br />
also has a Regional <strong>Climate</strong> <strong>Change</strong> Technical Group,<br />
created by the Regional Government of the Amazon<br />
by order of the Regional Environmental <strong>Commission</strong><br />
(CAR) (Regional Ord<strong>in</strong>ance 064-2004). The ERCC is<br />
now be<strong>in</strong>g published.<br />
National Coord<strong>in</strong>ation<br />
The environmental <strong>in</strong>stitution is be<strong>in</strong>g restructured<br />
and expanded with the creation of the M<strong>in</strong>istry of<br />
the Environment. The issue of the environment has<br />
been taken up by the government at the m<strong>in</strong>isterial<br />
level, for which reason there are more trans-sectoral<br />
coord<strong>in</strong>ation resources and better coverage of the<br />
climate, geophysics, protected natural areas and the<br />
Amazon, as assigned to MINAM by the <strong>in</strong>stitutions<br />
responsible for these issues.<br />
International Coord<strong>in</strong>ation<br />
The M<strong>in</strong>istry of Foreign Affairs has conducted<br />
negotiations <strong>in</strong> the framework of the United Nations<br />
Framework Convention on <strong>Climate</strong> <strong>Change</strong> and<br />
Kyoto Protocol. In this context, Peru participates <strong>in</strong><br />
the Intergovernmental Panel on <strong>Climate</strong> <strong>Change</strong>.<br />
It has carried out, and cont<strong>in</strong>ues to do so, various<br />
actions related to <strong>Climate</strong> <strong>Change</strong> <strong>in</strong> multiple regional<br />
forums, such as CAN, OTCA, CEPAL, etc.<br />
It has created and negotiated content related to<br />
<strong>Climate</strong> <strong>Change</strong> for the Summit of Heads of State<br />
and Government from Lat<strong>in</strong> <strong>America</strong>, the Caribbean<br />
and the <strong>European</strong> Union (EU-LAC), and is monitor<strong>in</strong>g<br />
these agreements, <strong>in</strong> particular for the preparatory<br />
work for the Dialogue on <strong>Climate</strong> <strong>Change</strong>, which will<br />
be held <strong>in</strong> Peru.<br />
In the framework of the Clean Development Mechanism,<br />
the Chancellery has carried out negotiations for<br />
the sign<strong>in</strong>g of Memoranda of Understand<strong>in</strong>g (MoU)<br />
for CDMs with Canada, Austria, Japan and Spa<strong>in</strong>.<br />
Additional MoU are be<strong>in</strong>g negotiated with Italy,<br />
Germany, France and the Netherlands.<br />
F<strong>in</strong>ally, it should be mentioned that Peru has applied<br />
to host the XVI Conference of the Parties of the<br />
UNFCCC.<br />
Adaptation Mechanisms<br />
In May 2001 Peru presented its first National<br />
Communication to the United Nations Convention on<br />
<strong>Climate</strong> <strong>Change</strong>. This conta<strong>in</strong>ed <strong>in</strong>formation on the<br />
levels of GHG emissions and their pr<strong>in</strong>ciple sources<br />
(around 50% come from processes related to change<br />
of land use, such as deforestation), the vulnerability<br />
of our water resources and the El Niño Phenomenon<br />
(FEN) and its impacts.<br />
From 2003 to 2005 the PROCLIM was implemented<br />
by CONAM, which strengthened the coord<strong>in</strong>ation<br />
and team work of 13 co-execut<strong>in</strong>g <strong>in</strong>stitutions and<br />
CONAM, f<strong>in</strong>anc<strong>in</strong>g plann<strong>in</strong>g and jo<strong>in</strong>t work concepts,<br />
optimiz<strong>in</strong>g the use of resources and test<strong>in</strong>g an<br />
<strong>in</strong>stitutional environmental management model that<br />
features a public awareness component.<br />
From January 2005 to October 2006, CONAM<br />
carried out the National Capacity Self Assessment<br />
<strong>in</strong> Peru for the follow<strong>in</strong>g purposes: the diagnosis of<br />
the capacity, limits and requirements for achiev<strong>in</strong>g<br />
the goals of the three global environmental<br />
agreements, the identification of synergies between<br />
the 3 conventions to maximize the impact of actions<br />
and projects to contribute to successful susta<strong>in</strong>able<br />
development, and three Thematic Plans of Action<br />
as well as one Integrated National Plan of Action<br />
for Improv<strong>in</strong>g Capacity, which <strong>in</strong>cludes three Global<br />
Environmental Agreements and the identification<br />
of priority projects and actions, developed with the<br />
active participation of all relevant actors at a national,<br />
regional and local level.<br />
To date Peru has carried out adaptation <strong>in</strong>itiatives<br />
and has aided <strong>in</strong> the creation of 2 Regional <strong>Climate</strong><br />
<strong>Change</strong> Strategies. At the same time, 3 regions<br />
have Regional Technical Groups and 4 are creat<strong>in</strong>g<br />
technical groups.<br />
With the support of the Dutch Embassy, the<br />
"Programme for the Strengthen<strong>in</strong>g of National<br />
Capacity to Manage the Impact of <strong>Climate</strong> <strong>Change</strong><br />
and Air Pollution" (PROCLIM) is be<strong>in</strong>g implemented<br />
and with the GTC the "Adaptation Measures to<br />
<strong>Climate</strong> <strong>Change</strong> Project" (PMACC).<br />
