Further more, Spa<strong>in</strong> has also contributed recently<br />
to two new <strong>in</strong>itiatives with<strong>in</strong> the World Bank, where<br />
Lat<strong>in</strong>-<strong>America</strong>n countries could benefit from:<br />
- "Carbon Asset Development Fund" for provid<strong>in</strong>g<br />
grants and otherwise support<strong>in</strong>g technical<br />
assistance to, <strong>in</strong>ter alia participat<strong>in</strong>g develop<strong>in</strong>g<br />
countries and countries with economies <strong>in</strong><br />
transition and to participat<strong>in</strong>g public and private<br />
entities located <strong>in</strong> these countries; the CADF would<br />
provide such grants and technical assistance for<br />
the development of emission reduction programs<br />
and creat<strong>in</strong>g the enabl<strong>in</strong>g environment to generate<br />
emission reductions;<br />
- "Read<strong>in</strong>ess Mechanism (Read<strong>in</strong>ess Fund)" of<br />
the Forest Carbon Partnership Facility: Under<br />
this mechanism, the Facility <strong>in</strong>tends to assist<br />
develop<strong>in</strong>g tropical and sub-tropical countries<br />
prepare themselves to participate <strong>in</strong> a future,<br />
large-scale system of positive <strong>in</strong>centives for<br />
Reduction Emissions from Deforestation and<br />
Degradation. This will <strong>in</strong>clude, but is not limited<br />
to: (i) determ<strong>in</strong><strong>in</strong>g a national reference scenario<br />
based on historical emissions from deforestation<br />
and degradation and, where needed and feasible,<br />
an assessment of how these emissions would<br />
evolve <strong>in</strong> the future; (ii) prepar<strong>in</strong>g a national REDD<br />
strategy; and (iii) establish<strong>in</strong>g a monitor<strong>in</strong>g system<br />
for emissions from deforestation and forest<br />
degradation.<br />
F<strong>in</strong>ally, another two relevant <strong>in</strong>itiatives where Spa<strong>in</strong> is<br />
also contribut<strong>in</strong>g are:<br />
- The recently launched TECH4CDM project.<br />
The ma<strong>in</strong> objective of this project, f<strong>in</strong>anced by the<br />
<strong>European</strong> <strong>Commission</strong> but leaded by the Spanish<br />
Adm<strong>in</strong>istration, is to promote selected renewable<br />
energy and Energy Efficient technologies <strong>in</strong> 5 Lat<strong>in</strong><br />
<strong>America</strong>n countries, Mexico, Ecuador, Peru,<br />
Argent<strong>in</strong>a and Chile, optimis<strong>in</strong>g the opportunities<br />
opened by the Clean Development Mechanism,<br />
and identify<strong>in</strong>g potential small and large scale<br />
projects with the aim to support developers and<br />
EU companies to <strong>in</strong>vest <strong>in</strong> the region.<br />
- The Susta<strong>in</strong>able Energy and <strong>Climate</strong> <strong>Change</strong><br />
Initiative (SECCI) <strong>in</strong> the Interamerican Development<br />
Bank: with the aim to support the LAC region<br />
<strong>in</strong> its urgent challenge to f<strong>in</strong>d economically and<br />
environmentally sound energy options. Its core<br />
objectives are to expand the development and use<br />
of renewable energy sources, energy efficiency<br />
technologies and practices, and carbon f<strong>in</strong>ance<br />
<strong>in</strong> the region, as well as to promote and f<strong>in</strong>ance<br />
climate change adaptation strategies that reduce<br />
the regions climate vulnerability.<br />
2. Other Spanish activities related to climate<br />
change <strong>in</strong> LAC region <strong>in</strong> the field of water and<br />
biodiversity<br />
WATER<br />
Spa<strong>in</strong> is work<strong>in</strong>g <strong>in</strong> the adaptation of water resources<br />
management <strong>in</strong> a climate change scenario, through the<br />
Conference of Iberoamerican Water Directors (CODIA,<br />
<strong>in</strong> its Spanish acronym), whose Technical Permanent<br />
Secretariat is responsibility of the Directorate General<br />
for Water (M<strong>in</strong>istry of Environment, and Rural and<br />
Mar<strong>in</strong>e Affairs). In this regard, the CODIA works ma<strong>in</strong>ly<br />
on capacity build<strong>in</strong>g and <strong>in</strong>stitutional re<strong>in</strong>forcement <strong>in</strong><br />
the field of <strong>in</strong>tegrated water resources management<br />
<strong>in</strong> Lat<strong>in</strong> <strong>America</strong>.<br />
• Background<br />
The CODIA was created as a support body of the<br />
Iberoamerican Forum of M<strong>in</strong>isters of Environment.<br />
It br<strong>in</strong>gs together the responsible agencies for water<br />
management of the 22 Lat<strong>in</strong> <strong>America</strong>n countries.<br />
It does not <strong>in</strong>volve water services operators or private<br />
firms or academic agents, but public <strong>in</strong>stitutions and<br />
high-level political officials <strong>in</strong> each country. The CODIA<br />
represents a space for exchang<strong>in</strong>g views among<br />
water directors of Iberoamerica, where they can share<br />
concerns and responses to the issues and challenges<br />
they face necessarily, such as those associated with<br />
the processes of legal and <strong>in</strong>stitutional reform on the<br />
water sector.<br />
Likewise, the importance acquired by CODIA <strong>in</strong> recent<br />
years should be stressed. It has had the <strong>in</strong>stitutional<br />
support from both the Iberoamerican Forum of<br />
M<strong>in</strong>isters of Environment and the Iberoamerican<br />
Summit of Heads of State and Government. Proof of<br />
this is the adoption of the proposals and major<br />
<strong>in</strong>itiatives of the Conference; "Iberoamerican Water<br />
Programme" and "Iberoamerican Water Tra<strong>in</strong><strong>in</strong>g<br />
Programme".<br />
