1.4. Regional Institutional Framework With the EU's political support, the Lat<strong>in</strong> <strong>America</strong>n countries are carry<strong>in</strong>g out a process of political, economic and social <strong>in</strong>tegration. The issue of the environment is ga<strong>in</strong><strong>in</strong>g ground <strong>in</strong> the legal statutes and <strong>in</strong>stitutional structures of numerous <strong>in</strong>tergovernmental organisations, and regional and sub-regional <strong>in</strong>tegration is be<strong>in</strong>g strengthened by the role played by several research centres and networks for the exchange of <strong>Climate</strong> <strong>Change</strong> knowledge and experiences and/or matters related to the sector. 1.4.1. Intergovernmental Organisations The Lat<strong>in</strong> <strong>America</strong>n countries coord<strong>in</strong>ate their actions and policies <strong>in</strong> the sector through regional organisations (see Table 3). These political associations aimed at economic <strong>in</strong>tegration <strong>in</strong>clude regional and/or <strong>in</strong>ternational environmental matters as part of their agendas. The table also shows the <strong>in</strong>tergovernmental organisations <strong>in</strong> the Caribbean, as Cuba is a very active member. The Lat<strong>in</strong> Parliament and the Lat<strong>in</strong> <strong>America</strong>n Energy Organisation are the two organisations that represent all of the Lat<strong>in</strong> <strong>America</strong>n states at the Conferences of the Parties. All of the other <strong>in</strong>tergovernmental organisations operate at a regional level. Lat<strong>in</strong> <strong>America</strong> PARLATINO - The Lat<strong>in</strong> <strong>America</strong>n Parliament is a permanent regional organisation with a s<strong>in</strong>gle chamber, which is made up of the Lat<strong>in</strong> <strong>America</strong>n National Parliaments which signed the correspond<strong>in</strong>g Institutionalisation Treaty <strong>in</strong> 1987. The Congresses and Legislative Assemblies of the Party States come together to make up the Lat<strong>in</strong> <strong>America</strong>n Parliament 6 . The Lat<strong>in</strong> <strong>America</strong>n Parliament is composed of the follow<strong>in</strong>g bodies: (i) The Assembly; (ii) The Chief Executives Board; (iii) The Permanent Committees; and (iv) The Secretary General. The fourth of this parliament's discussion panels addresses the environment and tourism, and coord<strong>in</strong>ates its position with the Conference of the Parties. It is carry<strong>in</strong>g out a regional communication programme on environmental citizenship <strong>in</strong> conjunction with the UNEP. OLADE - The Lat<strong>in</strong> <strong>America</strong>n Energy Organisation was created <strong>in</strong> 1973 with the aim of be<strong>in</strong>g the political and technical support organisation through which its Member States could make jo<strong>in</strong>t efforts to achieve regional and sub-regional energy <strong>in</strong>tegration. Its mission is to contribute to the region's <strong>in</strong>tegration, susta<strong>in</strong>able development and energy security, provid<strong>in</strong>g advice and encourag<strong>in</strong>g cooperation and coord<strong>in</strong>ation between its Member States (Argent<strong>in</strong>a, Bolivia, Brazil, Chile, Colombia, Ecuador, Guyana, Paraguay, Peru, Sur<strong>in</strong>ame, Uruguay and Venezuela; Barbados, Cuba, Grenada, Haiti, Jamaica, Tr<strong>in</strong>idad and Tobago and the Dom<strong>in</strong>ican Republic; Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama and Mexico). OLADE also works to promote an <strong>in</strong>crease <strong>in</strong> the susta<strong>in</strong>able use of renewable and clean energies, as well as other energy efficient alternatives, with specific programmes at a national and sub-regional level. Central <strong>America</strong> SICA - The Central <strong>America</strong>n Integration System is the <strong>in</strong>stitutional framework for Central <strong>America</strong>n Regional Integration 7 . Through its departments, technical committees and projects, this <strong>in</strong>stitution carries out direct actions and coord<strong>in</strong>ates aspects related to the environment, <strong>Climate</strong> <strong>Change</strong>, energy, human resources and disaster prevention. CCAD - The Central <strong>America</strong>n Environment and Development <strong>Commission</strong> is the organisation responsible for the regional environmental agenda, and represents the member states at the UNFCCC. In order to achieve its objectives, the CCAD has drawn up the Central <strong>America</strong>n Region Environmental Plan (PARCA), a medium and long-term strategy that is implemented through (i) the prevention and control of pollution, (ii) the conservation and susta<strong>in</strong>able use of natural heritage and (iii) the strengthen<strong>in</strong>g of <strong>in</strong>stitutions on matters concern<strong>in</strong>g environmental policies and legislation. The CCAD also manages the Central <strong>America</strong>n Environmental Information System (SIAM) which br<strong>in</strong>gs together the region's different environmental <strong>in</strong>formation systems and measures the efforts to conserve forested areas and biodiversity. The Regional Agri-Environmental Strategy (RAS) is a very recent jo<strong>in</strong>t effort be<strong>in</strong>g made by several SICA agencies to identify agricultural practices that are susta<strong>in</strong>able and adapted to <strong>Climate</strong> <strong>Change</strong>, which prove that it is possible for agro-forestry systems to exist <strong>in</strong> harmony with the management of the Central <strong>America</strong>n Biological Corridor. The Coord<strong>in</strong>ation Centre for the Prevention of Natural Disasters <strong>in</strong> Central <strong>America</strong> (CEPREDENAC) was created <strong>in</strong> 1993 and coord<strong>in</strong>ates <strong>in</strong>ternational emergency cooperation and facilitates the exchange of experiences between <strong>in</strong>stitutions and the countries <strong>in</strong> the area. The Humanitarian Information Network for Lat<strong>in</strong> <strong>America</strong> and the Caribbean (Redhum.org) was created <strong>in</strong> 2006 with support from OCHA 8 , SICA and CEPREDENAC.
