UDES - Unit for Susta<strong>in</strong>able Energy Development:<br />
1. Enable the formation of a national commission for<br />
<strong>in</strong>ter-m<strong>in</strong>isterial coord<strong>in</strong>ation with the Department<br />
of Energy and of Science and Technology; this<br />
commission shall design and oversee a national,<br />
environmentally susta<strong>in</strong>able energy development<br />
programme.<br />
2. Propos<strong>in</strong>g jo<strong>in</strong>t l<strong>in</strong>es of action at an <strong>in</strong>term<strong>in</strong>isterial<br />
level to foster the development of a<br />
national energy matrix for the com<strong>in</strong>g decades<br />
that favours energy generation and the use of<br />
fuels with low environmental impact.<br />
3. Assimilat<strong>in</strong>g government environment-energy<br />
policies and design<strong>in</strong>g projects that reflect these<br />
policies. Conven<strong>in</strong>g <strong>in</strong>ternal and external work<strong>in</strong>g<br />
groups to focus on high priority environmental<br />
studies.<br />
4. Establish<strong>in</strong>g mechanisms for technical-environmental<br />
tra<strong>in</strong><strong>in</strong>g <strong>in</strong> national, prov<strong>in</strong>cial and municipal<br />
public sectors and private sectors <strong>in</strong>volved with<br />
energy generation, distribution and use, <strong>in</strong>clud<strong>in</strong>g<br />
fuels used for long-distance transport.<br />
UERA - Environmental Risk Assessment Unit:<br />
1. Establish a methodology to asses the environmental<br />
basel<strong>in</strong>e.<br />
2. Confirm the basel<strong>in</strong>e as requested by the competent<br />
authorities and parties.<br />
3. Advise SAyDS on the technical aspects of<br />
design<strong>in</strong>g proposals for contract<strong>in</strong>g <strong>in</strong>surance<br />
and establish<strong>in</strong>g and implement<strong>in</strong>g restoration<br />
funds and the <strong>in</strong>strumentation under their control,<br />
if applicable.<br />
National Coord<strong>in</strong>ation<br />
The actions of adaptation and mitigation require the<br />
participation of different areas and levels of national,<br />
prov<strong>in</strong>cial and municipal public adm<strong>in</strong>istration, of the<br />
scientific and technological communities and of civic<br />
society.<br />
The implementation of policies and actions <strong>in</strong> the fight<br />
aga<strong>in</strong>st <strong>Climate</strong> <strong>Change</strong> is fundamentally the task of<br />
the Office of <strong>Climate</strong> <strong>Change</strong> (DCC) of the Secretary<br />
of the Environment and Susta<strong>in</strong>able Development<br />
(SAySD).<br />
In various manners, consider<strong>in</strong>g the fact that the<br />
number of <strong>in</strong>tiatives related to the mitigation of and<br />
adaptation to <strong>Climate</strong> <strong>Change</strong> requires the active<br />
participation of other actors, different work<strong>in</strong>g<br />
channels have been established.<br />
- National Advisory <strong>Commission</strong> for <strong>Climate</strong><br />
<strong>Change</strong> is made up of representatives from varous<br />
state agencies. They meet monthly with the ma<strong>in</strong><br />
aim of facilitat<strong>in</strong>g participatory processes and<br />
synergies between the different areas of national<br />
government and of <strong>in</strong>tegrat<strong>in</strong>g mitigation and<br />
adaptation <strong>in</strong>itiatives <strong>in</strong>to the plann<strong>in</strong>g of different<br />
sectors and/or systems.<br />
- National <strong>Commission</strong> of Science-Technology:<br />
composed of universities and scientific and<br />
technological <strong>in</strong>stitutions, who meet monthly<br />
with the aim of <strong>in</strong>tegrat<strong>in</strong>g R&D <strong>in</strong>itiatives <strong>in</strong>to the<br />
policies and measures be<strong>in</strong>g carried out by state<br />
agencies.<br />
The DCC also works together with civil and society<br />
and the prov<strong>in</strong>ces, <strong>in</strong> the latter case ma<strong>in</strong>ly through<br />
the Federal Council of the Environment (COFEMA).<br />
UAAI - The International Environmental Affairs Unit is<br />
responsible for oversee<strong>in</strong>g Argent<strong>in</strong>a's environmental<br />
strategy <strong>in</strong> regional and <strong>in</strong>ternational arenas,<br />
promot<strong>in</strong>g and coord<strong>in</strong>at<strong>in</strong>g <strong>in</strong>ternational agreements<br />
and processes and coord<strong>in</strong>at<strong>in</strong>g <strong>in</strong>ternational<br />
environmental policy.<br />

Tra<strong>in</strong><strong>in</strong>g<br />
The objective of tra<strong>in</strong><strong>in</strong>g with<strong>in</strong> the DCC is creat<strong>in</strong>g<br />
public awareness (potential supporters, NGOs, government<br />
authorities, etc.). It also focuses on media<br />
relations and tra<strong>in</strong><strong>in</strong>g.<br />
International Coord<strong>in</strong>ation<br />
In this context Argent<strong>in</strong>a is committed by its own<br />
<strong>in</strong>itiative to jo<strong>in</strong><strong>in</strong>g the <strong>in</strong>ternational community <strong>in</strong><br />
<strong>Climate</strong> <strong>Change</strong> mitigation and adaptation <strong>in</strong>itiatives.<br />
This commitment is reflected <strong>in</strong>:<br />
1. Active participation <strong>in</strong> the current negotiation<br />
process and the creation of the Kyoto Convention<br />
and Protocol. On two occasions Argent<strong>in</strong>a hosted<br />
the COP;<br />
2. Ratification of the Kyoto Convention and Protocol;<br />
3. Participation of Argent<strong>in</strong>ean representatives<br />
<strong>in</strong> various work groups and organs of the KP,<br />
the Convention and the Intergovernmental Panel<br />
on <strong>Climate</strong> <strong>Change</strong>;<br />
4. Presentation of the First and Second National<br />
Communication, <strong>in</strong>clud<strong>in</strong>g the National Inventory<br />
of Greenhouse Gases;<br />
5. Contribution to <strong>in</strong>tiatives parallel to Kyoto, which<br />
have focused on reduc<strong>in</strong>g GHGs;<br />
6. Implementation of specific advanced <strong>in</strong>tiatives,<br />
which are the ma<strong>in</strong> development focus of this<br />
work.<br />
