United Nations Framework Convention on <strong>Climate</strong><br />
<strong>Change</strong>, signed <strong>in</strong> 1992, ratified <strong>in</strong> 1994.<br />
Kyoto Protocol, signed <strong>in</strong> 1998, ratified <strong>in</strong> 1999, <strong>in</strong><br />
effect s<strong>in</strong>ce 2005.<br />
CDMs - Clean Development Mechanisms<br />
Legal Structure<br />
The M<strong>in</strong>isterio de Ciencia, Tecnología y Medio<br />
Ambiente (M<strong>in</strong>istry of Science, Technology and the<br />
Environment) (CITMA) is the UNFCCC focal po<strong>in</strong>t,<br />
and together with the Instituto de Meteorología<br />
(Institute of Mterorology) (INSMET), it coord<strong>in</strong>ates the<br />
Grupo Nacional de Cambio Climático (National Group<br />
on <strong>Climate</strong> <strong>Change</strong>) (GNCC) which br<strong>in</strong>gs together<br />
the m<strong>in</strong>istries <strong>in</strong>volved (Energy and M<strong>in</strong>es, Land<br />
use, agriculture, foreign relations, transport, fish<strong>in</strong>g,<br />
construction, water resources) academic <strong>in</strong>stitutions<br />
and NGOs.<br />
Approved CDMs<br />
Costa Rica's portfolio <strong>in</strong>cludes approved projects,<br />
concentrated <strong>in</strong> the electricity sector.<br />
Environmental Funds<br />
The Conservation Fund for the Development of<br />
S<strong>in</strong>ks for the Deposit of Greenhouse Gases (DE<br />
25067-MINAE, 1996) has never become fully<br />
operational. The National Fund for Forest F<strong>in</strong>anc<strong>in</strong>g<br />
supports small and medium producers <strong>in</strong> the<br />
susta<strong>in</strong>able management of forest resources through<br />
various economic measures. The Forest Law<br />
contemplates the pr<strong>in</strong>ciple that the polluter pays,<br />
through article 69. As support for a compensation<br />
programme, it is <strong>in</strong>tended to devote 1/3 of the<br />
amount raised by the selective consumption tax on<br />
fuels and other hydrocarbons to forest compensation<br />
programmes, new plant<strong>in</strong>gs and GHG mitigation.<br />
Functions<br />
The GNCC is responsible for produc<strong>in</strong>g the second<br />
National Communication. There is no unit directly<br />
responsible for climate matters, but actions are<br />
carried out jo<strong>in</strong>tly by all the <strong>in</strong>stitutions <strong>in</strong>volved.<br />
<strong>Climate</strong> <strong>Change</strong> is dealt with by the Unit for Clean<br />
Production and Susta<strong>in</strong>able Consumption.<br />
National Strategy on <strong>Climate</strong> <strong>Change</strong><br />
The ENCC has not yet been drafted, however there is<br />
a National Environmental Strategy 2007-2010 which<br />
<strong>in</strong>cludes quantitative <strong>in</strong>dicators and goals, which are<br />
systematically checked by CITMA.<br />
The UNDP/CIDA and UNDP/GEF have produced two<br />
works for adaptation to <strong>Climate</strong> <strong>Change</strong>.<br />
REDD/FCCB<br />

Costa Rica is often considered to be a "case-study"<br />
due to its policies of pay<strong>in</strong>g for environmental<br />
services and the effectiveness of its policies for the<br />
protection of forest resources. The follow<strong>in</strong>g should<br />
be mentioned <strong>in</strong> connection with the success of its<br />
DNA: political support, processes oriented towards<br />
national priorities, use of market <strong>in</strong>struments,<br />
compa tibility between the national agenda and<br />
"good practices" <strong>in</strong> <strong>Climate</strong> <strong>Change</strong>, costs and<br />
environmental effectiveness.<br />
