Legal Structure and Functions<br />
The Secretary of Natural Resources and the<br />
Environment (SERNA) is the Designated Authority for<br />
relations with UNFCCC and KP. The <strong>Climate</strong> <strong>Change</strong><br />
Unit is the operational body with<strong>in</strong> the Secretariat,<br />
while the CDM Unit for the energy sector, ascribed<br />
to the Dirección General de Energía (General Energy<br />
Directorate) (DGE), is responsible for the evaluation<br />
and promotion of CDM projects <strong>in</strong> the energy<br />
sector; amongst its functions are the formulation,<br />
coord<strong>in</strong>ation, execution and evaluation of policies<br />
related to the protection and use of renewable and<br />
alternative energy sources.<br />
The Programa Nacional de Cambio Climático<br />
(National Programme on <strong>Climate</strong> <strong>Change</strong>) (PNCC), as<br />
a project managed with funds from GEF, has prepared<br />
its first National Communication. The Programme is<br />
now prepar<strong>in</strong>g the Second National Communication.<br />
It participated <strong>in</strong> the preparation of the project<br />
Development of Skills for Stage II of Adaptation to<br />
<strong>Climate</strong> <strong>Change</strong> <strong>in</strong> Mexico, Central <strong>America</strong> and Cuba,<br />
which ended with the publication of two documents<br />
"Strategy for Adaptation to <strong>Climate</strong> <strong>Change</strong> and<br />
Action Plan for the Aguan River Bas<strong>in</strong> <strong>in</strong> Honduras"<br />
and "Current vulnerability of the Aguan River Bas<strong>in</strong> <strong>in</strong><br />
Honduras Part I".<br />
