It is very difficult to assess the extent to which the London Challenge funding has<br />

‘crowded-out’ funding from other sources. Figure 5 shows the majority of early<br />

funding going into non-core curriculum areas. Despite the London Challenge<br />

funding available, Figure 6 shows schools continuing to place other resources into<br />

funding IWBs during this period. Not surprisingly, about half this alternative funding<br />

was spent on IWBs in non-core departments.<br />

This survey work identifies relatively little money being spent on IWBs from<br />

September 2004 onwards, with half of the recent purchases of IWBs being funded by<br />

London Challenge money.<br />
