rates should include only taxes due to the jurisdiction, not to school districts, other local
governments or other agencies. It is important for Ohio users to remember that the
Model uses effective net property tax millages for residential and non-residential uses,
and that these millages must include only mills due to the jurisdiction. The effective net
millage will be available from your County Auditor.
Users may also wish to discuss an update with the OKI Administrator if significant
changes to the jurisdiction, such as the following, have occurred recently:
• A jurisdiction-wide reassessment of real property
• An extensive amount of new development, such as a very large residential
development, a major factory or a regional shopping center
• The local establishment of any new development-related fees that are not linked
to an enterprise fund or a special district
• An annexation that substantially changes the number of acres in the jurisdiction
OKI will provide updates of regional, state and national data as information become
available. This data may include the results of the decennial Census and the American
Community Survey, results of the Economic Census, Bureau of Labor Statistics reports,
and receipt of specialized transportation and business data that are maintained by OKI.
Some general guidelines for these data updates are as follows:
• Population by age
o Source: Census 2010
o Availability: 2010 data will likely available in 2011
• Employment by type
o Source: ES202 data (Quarterly Census of Employment and Wages)
o Availability: 2010 data likely available in 2012
• Inter-jurisdictional commuting patterns
o Source: Census Transportation Planning Package
o Availability: aggregated 5-year data based on American Community
Survey likely available by 2014
