Fiscal Impact Analysis Model User Guide • “Expenditures” which provides a breakdown of “Existing Land Use Expenditures” and “Proposed Land Use Expenditures” based on the service cost factors. 2 (See the Methodology for more detail). 2 Service Cost Factors (SCF): There are several “factors” that affect service demand and costs, such as the population of a community, the number of business units, etc. The Model links the cost of public services to land use by taking into account the impact that these “factors” have on the demand for public services. Because the intensity of these factors varies by land use, each land use category creates a different mix of demand for public services (for example, residential and non-residential uses create different traffic patterns and volumes), and the amount of demand a land use generates will impact the cost associated with serving that land use (for example, the need for roadway maintenance because of higher or lower traffic volumes). The analysis process used in the Model distributes the costs of a service across the wide range of the Model’s Fiscal Impact Land Use Categories based on their potential to generate demand for that specific service. The SCF were initially identified based on previous fiscal impact analysis research and prior experience conducting fiscal impact analyses in the OKI region. The final SCF selected for the Model were those that best explained service costs for the overall OKI region. 30
