Methodist Council Contact Name and Details The Revd Gareth J Powell Assistant Secretary of the Conference and Secretary of the Council asc@methodistchurch.org.uk The Methodist Council is charged under SO 211(2) with responsibility to keep in constant review the life of the Methodist Church, to study its work and witness throughout the Connexion, to indicate what changes are necessary or what steps should be taken to make the work of the Church more effective, to give spiritual leadership to the Church and to report annually to the Conference, bringing to the notice of the Conference matters to which it believes the Conference ought to give urgent attention. The full range of papers presented to the Council and the outcomes of the Council’s deliberations on them are available on the Methodist Church website http://www. methodist.org.uk/ministers-and-officeholders/council-papers This report contains those items considered by the Council and not reported elsewhere in the agenda. 1. Governance responsibilities 1.1 In accordance with its governance responsibilities, the Council: ●● ●● ●● approved the Special Resolutions referred to it by the Conference; adopted the work plan for the Connexional Team during 2012/13; appointed connexional ●● ●● ●● ●● ●● ●● ●● ●● committees, trusts and representatives for the year 2012/13; received reports from a number of Committees and Trustee bodies; approved the appointment of Baker Tilly as auditors for 2013/14 and the establishment of an internal audit function; made various appointments to a range of bodies and institutions; approved the revised Terms of Reference of the Methodist- Roman Catholic Dialogue Committee; approved revised Terms of Reference for the Methodist Church House Management Committee, the Investment Committee and the Singing the Faith Reference Group; adopted the Anti-Bribery policy and the Appeals Policy for employees; made to the Conference a number of nominations in respect of membership of various Committees. (These are contained in the Appointments section of the Agenda); approved the Methodist Heritage Committee developing partnerships with the University 500 Conference Agenda 2013

Methodist Council ●● ●● of Manchester and the School of Oriental and African Studies Library, University of London, in order to improve access to and promotion of the extensive connexional archive collection; enhanced Maternity and Paternity pay in line with the Living Wage; amended the rules for the Methodist Ministers Pension Scheme and Pension and Assurance Scheme for Lay Employees of the Methodist Council as a result of autoenrolment. 1.2 Other Business The Council also: ●● ●● ●● ●● heard reflections from the President and Vice-President on their year of office; witnessed the attestation of the Journal of the 2012 Conference; received updates on the Supreme Court case, President of the Methodist Conference vs Preston; received a report on the progress of the Belonging Together project and engaged in discussions about the legacy of the project. 2. Civil Partnerships and the legal definition of marriage 2.1 The Council considered a report which provided an initial response to M29 (2012) (Blessing Civil Partnerships) and made proposals for the way in which the Methodist Church might respond to the Marriage (Same Sex Couples) Bill. The Council noted that the Assistant Secretary of the Conference had, on behalf of the Methodist Church, given evidence to the House of Commons Bill Committee on 14 February 2013 in respect of the Bill. This evidence made it clear that the Methodist Church considers marriage to be a life-long union in body, mind, and spirit of one man and one woman. 2.2 The Council recommends to the Conference that a working group be established to consider whether the Methodist Church’s position on marriage needs revising in light of changes in society, undertaking this consideration with reference to scripture, tradition, reason and experience. The terms of reference for the working group would be:- a. To consider the implications for the Methodist Church of a change in legislation covering same-sex marriage; b. To consider whether the Methodist Church’s position on marriage needs revising in the light of changes in society; c. To undertake the work directed by the reply to Memorial 29(2012); d.
