30. Methodist Academies and Schools Trust ●● How effective are the leadership and management of the school as a Church school? 10.3 MAST is working in partnership with a number of dioceses to establish new schools in the South East District. 9.5 Further training for inspectors is currently being written and will be implemented in autumn 2013. Critical readers have been identified to ensure a consistent approach to all inspections. A full report will then be commissioned in 2014 to analyse the effectiveness of the inspection process. 10. New Schools and Free Schools 10.1 In order to establish a new school, potential sponsors face a rigorous process to become the sponsor of choice. Each process is unique to the local authority in which the proposed school is situated and is often subject to the whims of the particular councillor leading the process. Working with diocesan colleagues, MAST bid for two schools (East Chesterton, Cambridgeshire and Portishead, Bristol) but was unsuccessful. 10.2 MAST has submitted an expression of interest in a new school in Bridgwater, Somerset, with full support of the circuit. 10.4 Free Schools are a Coalition Government initiative to provide parental choice in school placements. A variety of groups have established a Free School, including ‘faith groups’, parental groups and large academy chains. A group of churches came together in Sevenoaks to establish a Free School of Christian nature. MAST is providing support to ensure minimal risk to the Methodist Church, both actual and reputational and to ensure due process is followed leading to the opening of a successful school. 10.5 MAST is establishing due process and procedure to ensure that when districts report in 2014 on the potential to establish new schools it has capacity to meet demand. 11. Conclusion The world of education continues to change rapidly and MAST will continue to meet that radically changing environment on behalf of the Conference. *** RESOLUTION 30/1. Governance 1.1 The Methodist Conference is reminded that safeguarding responsibility at a national level is shared with the Church of England. The safeguarding adviser post is a shared post, as is the role of team coordinator. There are two main bodies charged with oversight: - the Joint Safeguarding Liaison Group (JSLG) is co-chaired by the Revd David Gamble and the Right Revd Paul Butler, Bishop of Southwell & Nottingham. The JSLG has representatives from around the regions for both Churches, who cover between them responsibility for safeguarding work with children and young people and adults who are vulnerable. It scrutinises the strategic development of safeguarding policy and practice and identifies areas of work which can be developed jointly. - the Safeguarding Advisory Panel is a Methodist body whose role is set out in Standing Order 232. It meets twice each year as a full body for review of the work done through risk assessment. At other times members meet in small teams for review of individual cases. 1.2 The Diocesan Safeguarding Advisers and District Safeguarding Officers meet for a two-day conference each year. This enables the successful joint working at national level to be replicated through good working relationships more locally. This year’s conference was voted ‘the best yet’ with presentations from leaders in the field of child and adult safeguarding. These speakers were willing to attend because of the growing profile of the Church’s safeguarding work, which in turn arises from an increased general recognition of risks within churches. 2. Workload 2.1 The workload of the connexional safeguarding team grew significantly during 2012, with a rise of 50% since 2011. The impetus for growth seems to be the growing awareness of safeguarding within churches. There are a number of reasons for this: the successful implementation of safeguarding training; the increasing success of the Church in reaching out to people from troubled backgrounds, of whom some raise safeguarding concerns; and wider societal issues such as the Jimmy Savile case which prompted many people to come forward to report past abuse, some of which was within the Church.
