49. Review of the Membership of the Conference than 2017 the Conference should appoint a further working party to review the membership of the Conference in accordance with SO 100(2) and report to the Conference no later than 2018. 49/3. The Conference adopts the recommendation regarding the Memorials Committee contained in paragraph 3.8.3 of the Report, and amends Standing Order 138 as follows: 138 Memorials Committee. (1)… (2)… (v) the Conference-elected representatives elected by the Conference under clause 14(5) of the Deed of Unionthree ministers […] and ten other persons, each nominated by a district Policy Committee according to a rota. (3) Each member nominated by a district Policy Committee shall serve for a period of three years and shall in the first year of appointment be an elected representative of the District to the ensuing Conference. If any such member should cease to be a church member or minister […] in the District or should otherwise be unable to complete the full term of membership, the district Policy Committee shall nominate a substitute for the remainder of the term. 49/4. The Conference amends Standing Order 105 as follows: 105 District Allocations. (1)… (1A) The allocation of diaconal representatives required in order to comply with Standing Order 100 shall first be made in accordance with a rota approved annually by the Methodist Council. The rota shall take into account the proportion of deacons in the active work and diaconal probationers expected to be stationed in the various Districts and shall ensure that, over a period of time, all Districts with eligible persons are representedby listing those Districts which are expected to have the highest numbers of deacons in the active work and diaconal probationers stationed in them. In the event that one of these Districts proves unable to elect a deacon to attend Conference, the District with the next highest number of deacons in the active work and diaconal probationers will be asked to do so. 542 Conference Agenda 2013
50. Report of the Presbyteral Session Business Committee Contact Name and Details The Revd Gareth J Powell Assistant Secretary of the Conference asc@methodistchurch.org.uk 1. The Presbyteral Session proceeds for much of its business by way of conversation. Under Clause 23(m) of the Deed of Union the Presbyteral Session may discuss any subject in the Agenda of the Representative Session or any subject within the jurisdiction of the Conference and communicate its views thereon to the Representative Session by resolution or otherwise. 2. Members of the Presbyteral Session of the Conference may submit Notices of Motion for the Conference to consider (see below for the procedures). They may also ask that the Session be able to confer from a presbyteral perspective about particular items in the published Agenda of the Conference. All such requests will be considered by the Business Committee and time found for them where possible. The Presbyteral Session of the Conference will meet in closed session from 11.30am to 12.45pm on Friday 4 July. The Presbyteral Session defines by resolution who may normally be present at closed sessions. Attendance when it sits as a court of appeal is governed by Standing Order 1145(7). The Conference is reminded of a distinction made in Section G of the Law and Polity Committee report to the 2008 Conference entitled Attendance at the Closed Session of the Ministerial Session of the Conference. There is a difference between the Conference’s conferring on general questions of policy and principle on the one hand, and its decision-making on particular cases to do with identifiable individuals on the other. Because of the need for confidentiality and for other legal reasons, the latter needs to be dealt with in closed session, and only those who will bear the responsibility for the decisions that are made should hear or otherwise receive the information about the cases concerned. This means that those ministers (presbyters) who are not members of the Representative Session of the Conference but are attending the Presbyteral Session of the Conference with the permission of a Presbyteral Session of a Synod and at their own expense are not able to be present in the closed sessions of the Presbyteral Session Conference Agenda 2013 543
